وَإِلَىٰ مَدْيَنَ أَخَاهُمْ شُعَيْبًا فَقَالَ يَـٰقَوْمِ ٱعْبُدُوا۟ ٱللَّهَ وَٱرْجُوا۟ ٱلْيَوْمَ ٱلْـَٔاخِرَ وَلَا تَعْثَوْا۟ فِى ٱلْأَرْضِ مُفْسِدِينَ ﴿36﴾
And to (the people of) Madyan (Midian), We sent their brother Shu‘aib. He said: "O my people! Worship Allâh (Alone) and hope for (the reward of good deeds by worshipping Allâh Alone, on) the last Day (i.e. the Day of Resurrection), and commit no mischief on the earth as Mufsidûn (those who commit great crimes, oppressors, tyrants, mischief-makers, corrupters). (Ayah 37,36) {وَ اِلٰى مَدْيَنَ اَخَاهُمْ شُعَيْبًا … :} For the details of these verses, see Surah Al-A'raf (Ruku 11) and Surah Hud (Ruku 8). {’’ وَارْجُوْا الْيَوْمَ الْاٰخِرَ ‘‘ ’’رَجَاءٌ‘‘} The meaning of this is "hope"; it also comes in the sense of "fear," because hope and fear are inseparable. That is, have hope for the coming of the Hereafter; do not think that life is only of this world and that there is no life after it. It can also mean that, along with faith and righteous deeds, have hope for the Day of the Hereafter, that on that day you will receive the full reward for your good deeds.

36-1. Madyan was the name of the son of Prophet Ibrahim (علیہ السلام); according to some, it was the name of his grandson. The son's name was Madyan, and the tribe was named after him, which consisted of his descendants. Prophet Shu'ayb (علیہ السلام) was sent as a prophet to this very tribe of Madyan. Some say that Madyan was the name of a city; this tribe or city was near the settlement of Lut (علیہ السلام).

36-2. After the worship of Allah, they were reminded of the Hereafter, either because they denied the Hereafter or because they had forgotten it and were engrossed in pleasures. And the nation that forgets the Hereafter becomes bold in committing sins. Just as is the condition of the majority of Muslims today.

36-3. Decreasing in measure and weight and giving people less was a common disease among them, and they had no hesitation in committing sins, due to which the land was filled with corruption.

36. And to Midian, We sent their brother Shu‘aib. He said, "O my people! Worship Allah [54], and hope for the Last Day [55], and do not go about spreading corruption [56] in the land."

Mention of Shu‘ayb (peace be upon him):

Prophet Shu‘ayb (peace be upon him) was sent both to the people of Madyan and to the people of Aykah. These two regions were adjacent to each other. The very first thing Shu‘ayb (peace be upon him) said was to worship Allah alone, and that shirk is a disease found among the nations of all the prophets. In every era, Satan keeps teaching mankind new forms of shirk. His greatest success is that he turns people away from the pure worship of Allah and involves them in some form of shirk. This is why the first step in the prophets’ call is to inform people about the filth of shirk and to invite them to the worship of the One Allah.
[55] This sentence has two meanings: one is to believe in the Day of the Hereafter, which will certainly come, in which you will be questioned about your deeds. The second is that if you worship Allah purely, then you should expect a good reward from Him on the Day of the Hereafter.
[56] The corruption of the people of Madyan on earth was that they used to cheat in their business dealings. They were highly skilled in the art of giving less and taking more in weights and measures, and in this way, they would commit refined robberies on the rights of others.
