يُعَذِّبُ مَن يَشَآءُ وَيَرْحَمُ مَن يَشَآءُ ۖ وَإِلَيْهِ تُقْلَبُونَ ﴿21﴾
He punishes whom He wills, and shows mercy to whom He wills; and to Him you will be returned.

21-1. That is, He alone is the real Sovereign and Disposer; no one can question Him, however, His punishment or mercy will not occur arbitrarily, but rather according to the principles which He has established for it.

21. He punishes whom He wills and has mercy on whom He wills [33], and to Him you will be returned.

[33] After presenting arguments regarding the Hereafter and the resurrection of mankind, it is stated that you will inevitably be presented before Allah. There is absolutely no way for you to escape this appearance. Then He will punish you according to your deeds. And if, in anyone’s case, His wisdom demands that mercy be shown, He can also forgive that person on the basis of His mercy.
