وَٱسْتَكْبَرَ هُوَ وَجُنُودُهُۥ فِى ٱلْأَرْضِ بِغَيْرِ ٱلْحَقِّ وَظَنُّوٓا۟ أَنَّهُمْ إِلَيْنَا لَا يُرْجَعُونَ ﴿39﴾
And he and his hosts were arrogant in the land, without right, and they thought that they would never return to Us.
وَٱسْتَكْبَرَ wa-is'takbara And he was arrogant

وَجُنُودُهُۥ wajunūduhu and his hosts

(Ayah 39) ➊ By {وَ اسْتَكْبَرَ هُوَ وَ جُنُوْدُهٗ فِي الْاَرْضِ: ’’ الْاَرْضِ ‘‘} is meant the land of Egypt. That is, the right to greatness belongs only to Allah, Lord of all the worlds, but these people, having gained power in a small country, began to think that only they are great.
{وَ ظَنُّوْۤا اَنَّهُمْ اِلَيْنَا لَا يُرْجَعُوْنَ:} That is, after attaining temporary power, they thought that there is no being above them before whom they have to appear after death, so they have free rein to do whatever they want and to spread whatever corruption they wish in the land.

39-1. By "land" is meant the land of Egypt where Pharaoh was the ruler and considered himself great, that is, they had no such evidence that could refute the miraculous proofs of Musa (عليه السلام), but displaying arrogance, they chose the path of stubbornness and denial.

And Pharaoh and his armies behaved arrogantly in the land without right, and they thought they would not be returned to Us.

[51] Allah granted them power over a small portion of the earth for a few days, so they began to think that there was no being above them who could take this power away from them. Nor did it ever occur to them that after death, they would have to present themselves before Allah and be questioned about every single deed.
