قَالَ سَنَشُدُّ عَضُدَكَ بِأَخِيكَ وَنَجْعَلُ لَكُمَا سُلْطَـٰنًا فَلَا يَصِلُونَ إِلَيْكُمَا ۚ بِـَٔايَـٰتِنَآ أَنتُمَا وَمَنِ ٱتَّبَعَكُمَا ٱلْغَـٰلِبُونَ ﴿35﴾
Allâh said: "We will strengthen your arm through your brother, and give you both power, so they shall not be able to harm you: with Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.), you two as well as those who follow you will be the victors."
قَالَ qāla He said
سَنَشُدُّ sanashuddu We will strengthen
عَضُدَكَ ʿaḍudaka your arm
بِأَخِيكَ bi-akhīka through your brother
وَنَجْعَلُ wanajʿalu and We will make
لَكُمَا lakumā for both of you
سُلْطَـٰنًۭا sul'ṭānan an authority
فَلَا falā so not
يَصِلُونَ yaṣilūna they will reach
إِلَيْكُمَا ۚ ilaykumā to both of you
بِـَٔايَـٰتِنَآ biāyātinā Through Our Signs
أَنتُمَا antumā you two
وَمَنِ wamani and (those) who
ٱتَّبَعَكُمَا ittabaʿakumā follow you
ٱلْغَـٰلِبُونَ l-ghālibūna (will) be the dominant

(Ayah 35) ➊ { قَالَ سَنَشُدُّ عَضُدَكَ بِاَخِيْكَ … :} Allah Almighty accepted Musa’s (peace be upon him) supplication and promised three things: First, that We will surely strengthen your arm by making Harun a prophet (the letter "seen" is for emphasis); he will go with you to Pharaoh’s court. Some of the Salaf said that no brother has ever done such a great favor to his brother as Musa (peace be upon him) did to Harun (peace be upon him), for through his intercession, Harun received prophethood. This also shows the high status of Musa (peace be upon him) with Allah Almighty, as He said: «{ وَ كَانَ عِنْدَ اللّٰهِ وَجِيْهًا [ الأحزاب : ۶۹ ] “And he (i.e., Musa, peace be upon him) was highly honored in the sight of Allah.”
{ فَلَا يَصِلُوْنَ اِلَيْكُمَا بِاٰيٰتِنَاۤ:} The second promise is that in the face of the Pharaoh’s people, We will grant both of you such dominance and awe that, because of Our miracles being with you, they will not be able to reach you nor harm you in any way. Accordingly, this is what happened later: despite all their resources, means, weapons, and armies, Pharaoh and his chiefs never had the courage or strength to lay a hand on them. This is the interpretation if {’’ بِاٰيٰتِنَاۤ ‘‘} is related to {’’ فَلَا يَصِلُوْنَ ‘‘}.
{بِاٰيٰتِنَاۤ اَنْتُمَا وَ مَنِ اتَّبَعَكُمَا الْغٰلِبُوْنَ:} This is the third promise: that you two and your followers will ultimately be victorious. If {’’بِاٰيٰتِنَاۤ ‘‘} is related to {’’ الْغٰلِبُوْنَ ‘‘}, the meaning will be that you two and your followers will remain dominant by virtue of Our miracles. The theme that the messengers and their followers will ultimately prevail is mentioned in several places in the Qur’an. See Surah Al-Mu’min (51) and Al-Mujadila (21).

35-1. That is, the prayer of Hazrat Musa (Moses) ؑ was accepted and, upon his intercession, Hazrat Harun (Aaron) ؑ was also honored with prophethood and made his companion and helper.

35-2. That is, We will protect you; Pharaoh and his chiefs will not be able to harm you in any way.

35-3. This is the same subject that has been mentioned in several places in the Noble Quran, for example, (قُلْ يٰٓاَهْلَ الْكِتٰبِ لَسْتُمْ عَلٰي شَيْءٍ حَتّٰي تُقِيْمُوا التَّوْرٰىةَ وَالْاِنْجِيْلَ وَمَآ اُنْزِلَ اِلَيْكُمْ مِّنْ رَّبِّكُمْ ۭوَلَيَزِيْدَنَّ كَثِيْرًا مِّنْهُمْ مَّآ اُنْزِلَ اِلَيْكَ مِنْ رَّبِّكَ طُغْيَانًا وَّكُفْرًا ۚ فَلَا تَاْسَ عَلَي الْقَوْمِ الْكٰفِرِيْنَ) 5. Al-Ma'idah:68, (الَّذِيْنَ يُبَلِّغُوْنَ رِسٰلٰتِ اللّٰهِ وَيَخْشَوْنَهٗ وَلَا يَخْشَوْنَ اَحَدًا اِلَّا اللّٰهَ ۭوَكَفٰى باللّٰهِ حَسِيْبًا) 33. Al-Ahzab:39) (كَتَبَ اللّٰهُ لَاَغْلِبَنَّ اَنَا وَرُسُلِيْ ۭ اِنَّ اللّٰهَ قَوِيٌّ عَزِيْزٌ) 58. Al-Mujadilah:21) (اِنَّا لَنَنْصُرُ رُسُلَنَا وَالَّذِيْنَ اٰمَنُوْا فِي الْحَيٰوةِ الدُّنْيَا وَيَوْمَ يَقُوْمُ الْاَشْهَادُ 51؀ۙ يَوْمَ لَا يَنْفَعُ الظّٰلِمِيْنَ مَعْذِرَتُهُمْ وَلَهُمُ اللَّعْنَةُ وَلَهُمْ سُوْۗءُ الدَّارِ 52؀) 40. Ghafir:52-51)

35. Allah said, "We will strengthen your arm through your brother and grant both of you such authority that they will not be able to harm you. With Our signs, you and those who follow you will be the victors [45]."

[45] In response to this request, Allah Almighty mentioned three matters. First, that those people would never be able to harm him in any way, and not a hair on his head would be touched. Instead of killing him, they would be preoccupied with their own governmental affairs. Second, the request to make his brother Harun a prophet and send him along was accepted. He would accompany you to Pharaoh’s court. Third, he was assured that ultimately, victory would be his.
