In {قَالَرَبِّبِمَاۤاَنْعَمْتَعَلَيَّ … : ’’ بِمَاۤ ‘‘}, the letter "ba" is for causation, meaning: O my Lord! Because You have bestowed favors upon me by blessing me with every kind of blessing and covered my actions, for this reason I make a covenant with You that I will never again be a helper of the criminals. It is possible that by "criminal" Musa (peace be upon him) meant the Israelite whom he had helped, because he became the cause of the crime, and it is also possible that by "criminals" Musa (peace be upon him) meant Pharaoh and his people, because they were disobedient and criminal before Allah Almighty, and his making a covenant before Allah meant that the gratitude for the blessings, honor, comfort, and strength You have granted me is that I should not spend it in supporting and aiding these criminals, but rather sever my ties with them and not become a part of this oppressive government. Ibn Jarir and many other commentators have taken this as the meaning of Musa’s (peace be upon him) covenant, and Hafiz Ibn Kathir has also interpreted it accordingly. From this verse, the prohibition of supporting and cooperating with oppressive rulers is established.

Then he vowed: "My Lord! For the favor You have bestowed upon me [27], I will never be a helper to the criminals."
[27] The favor of Allah Almighty upon Musa (علیہ السلام) was that Allah concealed his mistake. None of the government officials could find out who the killer of the slain Copt was. In gratitude for this favor of Allah Almighty, Musa (علیہ السلام) made a covenant with Allah that henceforth he would not support or assist any criminal. Here, a question arises: which criminal had Musa (علیہ السلام) previously supported that he is now making such a covenant with Allah? Some people have answered that by this Musa (علیہ السلام) meant the Israelite who had caused him to commit this act. It is possible that he too was somewhat at fault. But without investigation, Musa (علیہ السلام) supported the Israelite and struck the Copt with a blow, causing his death. However, in our opinion, the correct explanation is the one that most commentators have narrated, which is that Musa (علیہ السلام) had vowed that henceforth he would completely withdraw from supporting and assisting this criminal and disbelieving government. And this is the very covenant that he upheld for the rest of his life. That is, after this incident, he announced his disassociation from being a member of the royal family.
