(Ayah 43) {وَصَدَّهَامَاكَانَتْتَّعْبُدُ …:} That is, even after witnessing such a great miracle, what prevented her from believing was the sun, which she had taken as a deity besides Allah and was not ready to abandon, and the reason for her persistence in sun worship was not stubbornness, but rather that she was from a disbelieving people and it was difficult for her to abandon the customs and traditions of her people. This translation is in the form of {’’ مَا ‘‘} as a relative pronoun. In the form of {’’ مَا ‘‘} as a verbal noun, the translation would be: "And what prevented her (from believing) was the worship which she used to perform for deities besides Allah." Some scholars have translated it as: "Sulaiman (peace be upon him) prevented her from those things which she used to worship besides Allah." Hafiz Ibn Kathir and other imams have preferred the first meaning over this one, because the Queen of Sheba accepted faith after being made aware of her mistake in thinking the smooth glass floor was water; before that, she was adhering to the customs and traditions of her people.

43-1. That is, what had prevented her from worshipping Allah was the worship of others besides Allah, and the reason for this was that she belonged to a disbelieving people, therefore she remained unaware of the reality of Tawheed, that is, Allah or by Allah’s command, Sulaiman (AS) stopped her from worshipping others besides Allah; but the first opinion is more Sahih (Fath al-Qadeer).

43. But she had been prevented (from believing) by what she used to worship besides Allah, for she was from a disbelieving people [41].
[41] This verse has two meanings. One is that it should be understood as the statement of Allah Almighty, as has been mentioned in the translation. In this regard, its meaning would be that since she was surrounded by an environment of disbelief and polytheism, therefore, following her people, she too began to worship the sun. Otherwise, had she used her intellect even a little, she would not have fallen into such polytheism. The second meaning is that this sentence is to be attributed to the action of Prophet Sulaiman (Solomon) ؑ. In this regard, its meaning would be that Sulaiman ؑ stopped Bilqis from worshipping all those things which she used to worship during her time of disbelief.
