Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
The tafsir of this verse may be read with the following verses.

1. That is, there is no involvement of Satan in the revelation of this Quran, because Satan descends upon liars and sinners (that is, soothsayers, astrologers, etc.), not upon the righteous Prophets.

222. They descend upon every sinful liar [132].
[132] The Devils Descend Only Upon the Wicked:
Previously, it was being explained that the revelation of a magnificent book like the Quran is beyond the power of devils, and it is impossible for them to bring even a single verse like it. In this verse, it is being stated what kind of things devils reveal and upon what kind of people they descend. Devils descend only upon liars, mischief-makers, and wicked people. They are averse to honest, upright, and righteous people and consider them bad. They are pleased with liars and deceivers, and such people are in accordance with their wishes. These are the very people who, according to the suggestions of the devils, run the business of soothsaying, and by these are meant soothsayers, astrologers, fortune-tellers, palmists, conjurers, and practitioners who pretend to have knowledge of the unseen, make flowery speeches, and go around telling people their fortunes. Then there are some people who, by subjugating jinns and through their agents, fix people’s problems. And their sole purpose in this is to make money.
Soothsaying and Ibn Sayyad:
In the Prophetic era, there was also such a soothsayer living in Madinah whose name was Ibn Sayyad, who used to tell news of the unseen. Once, the Messenger of Allah ﷺ said to him: “Do you bear witness that I am the Messenger of Allah?” He replied: “I bear witness that you are the Messenger of the unlettered.” Then he asked the Prophet ﷺ: “Do you bear witness that I am the Messenger of Allah?” The Prophet ﷺ tapped him and said: “May Allah not let you go beyond your limit.” Then you ﷺ asked: “Alright, tell me what is in my heart at this moment.” At that time, the thought of Surah Dukhan was coming to his ﷺ heart. He said, “Dukh,” but could not say anything further. Hazrat Umar ؓ and some other companions considered him to be the Dajjal. Thus, Hazrat Umar ؓ even sought your ﷺ permission to kill him. You ﷺ stopped Hazrat Umar ؓ from this and said: “If he is indeed the Dajjal, then his death will not occur at your hands. And if he is not the Dajjal, then it is not right to kill him.” [بخاری۔ کتاب القدر۔ باب قولہ تعالی۔ یحول بین المرء و قلبه] Now, in comparison to this, if we look at the life of the Messenger of Allah ﷺ and his followers, a world of difference is seen. The uprightness, truthfulness, trustworthiness, honesty, piety, and good character of these people are such qualities that these wicked ones have never even come close to.
