(Ayah 177,176) {كَذَّبَاَصْحٰبُلْـَٔيْكَةِالْمُرْسَلِيْنَ … : ’’اَلْئَيْكَةُ‘‘} refers to a cluster of trees; these clusters were located around Madyan. Shu‘ayb (peace be upon him) was sent to both the people of Madyan and the Companions of the Thicket, but since his residence was in Madyan and his lineage was also connected to the people of Madyan, and Allah Almighty has chosen all prophets from among those who dwell in towns (see Yusuf: 109), therefore, in the mention of Madyan, Shu‘ayb (peace be upon him) was called their brother, as He said: «{ وَاِلٰىمَدْيَنَاَخَاهُمْشُعَيْبًا }»[ الأعراف : ۸۵ ] “And to Madyan, their brother Shu‘ayb.” Whereas in the mention of the Companions of the Thicket, He said: «{ اِذْقَالَلَهُمْشُعَيْبٌ }»[ الشعراء : ۱۷۷ ] “When Shu‘ayb said to them,” from which it is understood that Shu‘ayb (peace be upon him) was indeed sent to them, but there was no such connection of lineage, in-laws, or residence among them that he would be called their brother. Ibn Kathir (may Allah have mercy on him) said: “The authentic opinion is that the Companions of the Thicket are the people of Madyan themselves; both were advised to give full measure and weight. They were called the Companions of the Thicket because ‘the Thicket’ was a tree or a cluster of trees which they used to worship. When the mention was of Madyan (the city or the people), Shu‘ayb (peace be upon him) was called their brother, but when their association was made with tree worship, He said: «{ اِذْقَالَلَهُمْشُعَيْبٌ }» ‘When Shu‘ayb said to them,’ meaning the bond of brotherhood was ended.”

176-1. اَیْکَۃَ refers to a forest. By this, the people of Prophet Shu‘ayb (علیہ السلام) and the inhabitants around the town of 'Madyan' are meant. And it is said that ایکہ means a dense tree, and there was such a tree in the outskirts of Madyan, which was worshipped. The scope of Prophet Shu‘ayb’s (علیہ السلام) prophethood and the boundaries of his call and preaching extended from Madyan to its surrounding settlements where the worship of a tree took place. The inhabitants of that area were called the People of the Thicket (Ashab al-Aykah). In this respect, the People of the Thicket and the people of Madyan had the same prophet, that is, Prophet Shu‘ayb (علیہ السلام), and they were the community of the same prophet. Since ایکہ was not a tribe but a tree, the brotherhood by lineage is not mentioned here as it is in the mention of other prophets. However, where the name of Prophet Shu‘ayb (علیہ السلام) is mentioned in relation to Madyan, there the brotherhood by lineage is also mentioned, because Madyan is the name of a tribe: "To Madyan, their brother Shu‘ayb" (Al-A‘raf). Some commentators have inclined towards the People of the Thicket being different, but Imam Ibn Kathir has stated that the authentic view is that this is the same community. The admonition "Give full measure and weight" that was given to the people of Madyan is the same admonition being given here to the People of the Thicket, which clearly shows that this is one and the same community, not two.

The people of the thicket [104] (the people of Madyan) also denied the messengers.
[104] Who Were the People of the Thicket (Ashab al-Aykah)?
There is considerable difference of opinion among the commentators regarding this. One view is that the People of the Thicket (Ashab al-Aykah) and the People of Madyan (Ashab Madyan) are two names for the same nation. Another view is that "Aykah" was the name of a tree which these people used to worship. Because of this association, they were called the People of the Thicket. A third view is that the settlement and area of these people was separate from the People of Madyan. The meaning of Ashab al-Aykah is "the people of the thicket," that is, this settlement was established on a long, elevated place where there were many clusters of gardens, and Shu'ayb ؑ was sent as a messenger to both these regions.
