فَأْتِيَا فِرْعَوْنَ فَقُولَآ إِنَّا رَسُولُ رَبِّ ٱلْعَـٰلَمِينَ ﴿16﴾
"And go both of you to Fir‘aun (Pharaoh), and say: ‘We are the Messengers of the Lord of the ‘Âlamîn (mankind, jinn and all that exists),
فَأْتِيَا fatiyā So go both of you
فِرْعَوْنَ fir'ʿawna (to) Firaun
فَقُولَآ faqūlā and say
إِنَّا innā 'Indeed, we
رَسُولُ rasūlu (are the) Messenger
رَبِّ rabbi (of the) Lord
ٱلْعَـٰلَمِينَ l-ʿālamīna (of) the worlds

(Ayah 16) ➊ { فَاْتِيَا فِرْعَوْنَ :} Musa (peace be upon him) was sent with two objectives: one, to present the message of Tawheed before Pharaoh (see An-Nazi'at: 17 to 19), and the other, to secure freedom for the Children of Israel (see Ta-Ha: 47).

{فَقُوْلَاۤ اِنَّا رَسُوْلُ رَبِّ الْعٰلَمِيْنَ :} Allah Almighty commanded that when going before Pharaoh, the conversation should begin with the statement that "We are the messengers (those who deliver the message) of the Lord of all worlds," meaning that whatever we are telling you is not our own word, but the message and command of the Lord of all worlds which we are conveying to you. With the words "Lord of all worlds," it was made clear to him that he (Pharaoh) is not the Lord. The Lord is the One who is the Lord of all worlds, among whom Pharaoh is also included. This also contains the proclamation of Tawheed, because the word "worlds" encompasses the entire universe, including all the deities of Pharaoh and the Copts, such as the sun, moon, stars, and cow, etc. Thus, in this short sentence, the message of both Tawheed and Risalah is present.
