But they killed her, and then they became regretful.

(Ayah 157) ➊ {فَعَقَرُوْهَا:} Allah Almighty has here spoken about all of them, saying that they hamstrung her, although the one who actually hamstrung was only one person, "Qaar," as is mentioned in Surah Ash-Shams: «{ اِذِانْۢبَعَثَاَشْقٰىهَا}»[الشمس : ۱۲] "When the most wretched among them rose up." The reason is that he did this act with the consultation and request of the whole nation, as is mentioned in Surah Al-Qamar: «{ فَنَادَوْاصَاحِبَهُمْفَتَعَاطٰىفَعَقَرَ}»[ القمر : ۲۹ ] "So they called their companion, and he undertook (the deed) and hamstrung (her)." Therefore, all were declared criminals.
➋ { فَاَصْبَحُوْانٰدِمِيْنَ :} In Surah Hud, it is mentioned that after the she-camel was killed, Salih (peace be upon him) gave them a respite of three days. So, when the signs of punishment began to appear as promised, they began to express regret, but that was not a time for regret or repentance. (See Al-Mu’min: 85) And their regret was not for denying the Messenger, but for being afflicted by the punishment.

157-1. That is, despite the fact that the she-camel was a sign of Allah's power and a proof of the truthfulness of the Prophet, the people of Thamud did not believe and continued on the path of disbelief and polytheism, and their rebellion increased to such an extent that eventually they hamstrung the living sign of power, the 'she-camel', meaning they wounded its hands and feet, causing it to sit down, and then they killed it.
157-2. This happened when, after the killing of the she-camel, Prophet Salih (علیہ السلام) said that now you have only three days' respite; on the fourth day you will be destroyed. After that, when the signs of the impending punishment began to appear, then they too began to express regret. But after seeing the signs of punishment, regret and repentance are of no benefit.

157. But they hamstrung the she-camel [96], and then they became regretful (out of fear of punishment).
[96] But these people could not endure this restriction for long. They would secretly converse and inwardly seethe over this prohibition. Then, when Allah’s punishment did not come upon them despite their disbelief, they became somewhat emboldened. Among them was an immoral woman who owned many cattle and was quite wealthy. She persuaded her lover to put an end to the matter of the she-camel. Thus, secret consultations began regarding killing the she-camel. Because the water and fodder for their livestock had been reduced by half, everyone was already fed up with the she-camel. Therefore, all agreed to the plan. Consequently, that wretched adulterer volunteered for the task. Abdullah bin Zam‘ahؓ narrates that once, in his sermon, the Messenger of Allahﷺ mentioned the she-camel of Prophet Salihؑ and the man who wounded her. The Prophetﷺ said: That man was the most wretched among his people. He was a powerful, wicked, and strong man, who among his people was like Abu Zam‘ah (the uncle of Zubair bin ‘Awwamؓ), and his name was Qaar. [بخاری۔ کتاب التفسیر۔ تفسیر سورۃ الشمس]
