وَلَا تُطِيعُوٓا۟ أَمْرَ ٱلْمُسْرِفِينَ ﴿151﴾
"And follow not the command of Al-Musrifûn [i.e. their chiefs: leaders who were polytheists, criminals and sinners],

(Ayah 152,151) {وَ لَا تُطِيْعُوْۤا اَمْرَ الْمُسْرِفِيْنَ …:} That is, do not follow those people who, having crossed all limits of morals and civilization, have become utterly unrestrained. By this are meant their leaders and chiefs who were advocates of polytheism and disbelief and were at the forefront of opposing the truth, and under whose leadership their corrupt system of life was running. Such people always spread corruption in the land; reform can never come at their hands. From another place in the Noble Qur’an, it is known that among these {’’ الْمُسْرِفِيْنَ ‘‘}, the foremost were those nine (9) miscreants who had spread corruption in the land and ultimately became the cause of the nation’s destruction. It is said: «{ وَ كَانَ فِي الْمَدِيْنَةِ تِسْعَةُ رَهْطٍ يُّفْسِدُوْنَ فِي الْاَرْضِ وَ لَا يُصْلِحُوْنَ [ النمل : ۴۸ ] “And in that city there were nine (9) persons who spread corruption in the land and did not reform.”

151. And do not obey those who exceed all bounds [92].

[92] This address of Prophet Salih (peace be upon him) was to the lower class of people, who were greater in number but under the control of the chieftain-type people, and generally, these are the people who pay attention to the call of the Prophets, because they are fed up with the oppression of the chieftains. He explained to them that they should abandon the obedience of these chieftains and leaders, because they are transgressors who have crossed all boundaries of morality and have become utterly unrestrained. There can never be any good, benefit, or reform of social corruption at their hands. The only way for you to be saved from these people is to develop the fear of Allah and piety within yourselves, and instead of obeying them, obey me. Because I am the Messenger of Allah, and only through the way shown by Allah can your moral, social, and political reform be possible.
