(Allâh) said: "Nay! Go you both with Our Signs. Verily We shall be with you, listening.

(Ayah 15) ➊ {قَالَكَلَّا …:} He said, "Never will it be so; neither will they be able to kill you, nor cause you any harm. Your request to make Harun a supporting prophet is also accepted, so both of you go to Pharaoh." ➋ {فَاذْهَبَابِاٰيٰتِنَاۤاِنَّامَعَكُمْمُّسْتَمِعُوْنَ:} To strengthen their resolve, two things were granted: first, the miracles of the staff and the shining hand; second, the promise of His withness (Ma'iyyah). The general withness is for everything in the universe, but here, companionship means special withness, as Musa (peace be upon him) said when Pharaoh and his army approached: «{ كَلَّااِنَّمَعِيَرَبِّيْسَيَهْدِيْنِ }»[ الشعراء : ۶۲ ] "Never! Indeed, with me is my Lord; He will surely guide me." And as the Messenger of Allah (peace and blessings be upon him) said to his companion: «{ لَاتَحْزَنْاِنَّاللّٰهَمَعَنَا }»[ التوبۃ : ۴۰ ] "Do not grieve; indeed, Allah is with us." {’’سَمِعَ‘‘} "He heard," and {’’اِسْتَمَعَ‘‘} "He listened attentively." In {’’ اِنَّامَعَكُمْ ‘‘}, the pronoun {’’كُمْ‘‘} is used for the dual, because elsewhere it is said: «{ لَاتَخَافَاۤاِنَّنِيْمَعَكُمَاۤاَسْمَعُوَاَرٰى }»[ طٰہٰ : ۴۶ ] "Do not fear; indeed, I am with both of you, I hear and I see."

15-1. Allah Almighty gave reassurance that both of you should go and convey My message to them; We will protect you from the fears that you have. The "signs" refer to those proofs with which every prophet is made aware, or those miracles that were given to Prophet Musa ؑ, such as the shining hand (Yad-e-Bayda) and the staff.
15-2. That is, whatever you say and whatever he replies in response, We are listening, so there is no need to worry. By assigning you the duty of prophethood, We will not become unconcerned with your protection; rather, there is help and support.

Allah said: "Never! So go, both of you, with Our signs; We are surely with you, listening (to everything)."
[11] The Requests of Sayyiduna Musa (علیہ السلام) to Allah and Their Acceptance:
In response to Musa’s (علیہ السلام) supplication and these concerns, it was said: (1) Your request is accepted; I grant prophethood to Harun, and he will remain with you and be your helper in this task. (2) As for your fear that they might kill you, remove this thought from your heart. Those people will not be able to harm even a hair on your head. And there are two reasons for this: one is that you are being sent with two such miracles which are definite proof that you are truly the Messenger of Allah, and the second reason is that I am the third with you both. I hear all your words and will take complete care of you.
The Example of Allah’s Companionship and the Refutation of the Mu'tazilah and Jahmiyyah:
From this verse and some other similar verses, the Jahmiyyah have argued that Allah’s Being is present everywhere, and they interpreted those verses in which Allah’s being established above the Throne is mentioned. However, in the verses where Allah’s companionship or nearness is mentioned, such companionship or nearness is not in terms of His Being, but in terms of His attributes. To understand this with a simple example: the sun and the moon are lifeless and insignificant creations of Allah, which remain with the traveler. Wherever the traveler goes, they remain with him, even though they are in the sky and humans are hundreds of thousands and millions of miles away. In the same way, despite Allah being established above the Throne, He is absolutely near to every human in terms of His knowledge, power, and help, and the true reality of this is best known to Allah alone.
