And We shall turn to whatever deeds they (disbelievers, polytheists, sinners) did, and We shall make such deeds as scattered floating particles of dust.

(Ayah 23) {وَقَدِمْنَاۤاِلٰىمَاعَمِلُوْامِنْعَمَلٍ …: ’’ هَبَآءً ‘‘} refers to the particles of dust that shine in the sunlight coming through a skylight into a room; if you try to catch them, you get nothing in your hand. A person who has intense aversion and hatred for something does not settle for having it destroyed by someone else’s hands, but rather destroys it himself, which is why it is said that the day they see the angels—whether in this world or the Hereafter—whatever good deed they thought they had done, whether it was generosity, maintaining family ties, helping the oppressed, maintaining the House of Allah, or serving the pilgrims, etc., We Ourselves will approach it and turn it into scattered dust, because for the acceptance of deeds, faith, sincerity, and conformity to the Shariah are necessary, whereas their deeds were devoid of these. In the calm state, the particles of dust in the light coming from the skylight still appear somewhat arranged and present, but when the wind or something else moves them, nothing remains in hand and they all scatter and become nullified, which is why they are called scattered dust. (Biqā‘ī) Allah Almighty has, in some places, likened the deeds of the disbelievers to {’’رَمَادٌ‘‘} (ashes) (see Ibrāhīm: 18), in some places to a mirage (see Nūr: 39), and in some places has said that We will not establish any weight for them (see Kahf: 105).

1. Habaa refers to those fine particles that are visible in a ray of sunlight entering a house through a hole, but if someone tries to catch them in their hand, it is not possible. The deeds of the disbelievers will also be as insignificant as these particles on the Day of Judgment, because they will be devoid of both faith and sincerity, as well as conformity to the Shariah. Here, the deeds of the disbelievers are likened to insignificant particles. Similarly, in other places, they are described as ashes, sometimes as a mirage, and sometimes as a smooth, slippery stone. All these parables have already been mentioned; see (وَمَنْاَظْلَمُمِمَّنِافْتَرٰيعَلَياللّٰهِكَذِبًااَوْقَالَاُوْحِيَاِلَيَّوَلَمْيُوْحَاِلَيْهِشَيْءٌوَّمَنْقَالَسَاُنْزِلُمِثْلَمَآاَنْزَلَاللّٰهُ ۭ وَلَوْتَرٰٓياِذِالظّٰلِمُوْنَفِيْغَمَرٰتِالْمَوْتِوَالْمَلٰۗىِٕكَةُبَاسِطُوْٓااَيْدِيْهِمْ ۚ اَخْرِجُوْٓااَنْفُسَكُمْ ۭ اَلْيَوْمَتُجْزَوْنَعَذَابَالْهُوْنِبِمَاكُنْتُمْتَقُوْلُوْنَعَلَياللّٰهِغَيْرَالْحَقِّوَكُنْتُمْعَنْاٰيٰتِهٖتَسْتَكْبِرُوْنَ) 2. Al-Baqarah:264) (مَثَلُالَّذِيْنَكَفَرُوْابِرَبِّهِمْاَعْمَالُهُمْكَرَمَادِۨاشْـتَدَّتْبِهِالرِّيْحُفِيْيَوْمٍعَاصِفٍ ۭ لَايَقْدِرُوْنَمِمَّاكَسَبُوْاعَلٰيشَيْءٍ ۭ ذٰلِكَهُوَالضَّلٰلُالْبَعِيْدُ) 14. 23. And whatever deeds they did, We will turn to it and make it scattered dust [33].
[33] Why Will the Disbelievers Not Be Rewarded for Their Good Deeds?
The disbelievers of Makkah used to say to the Muslims that if you do some good deeds, we also do many good deeds. We take care of the pilgrims. We arrange for their water. We help them. We collect funds for the poor, the needy, and widows and give them stipends, and so on. Here, mentioning such good deeds of the disbelievers, Allah Almighty says that when We turn towards their deeds, We will make them scattered dust. The reason is that they did not do these deeds with the intention of receiving a reward for them in the Hereafter, because they did not even believe in the Hereafter. Their deeds had no foundation upon which they could stand. If they did some good deeds in the world, it was only so that people would consider them good and praise them, and this has already happened in the world. They have already received the reward for their good deeds in the world. What will they get in the Hereafter now? Allah Almighty has expressed this reality in Surah Al-Kahf as follows: ﴿فَلَانُقِيْمُلَهُمْيَوْمَالْقِيٰمَةِوَزْنًا ﴾[105:18] That is, We will not set up a scale of deeds for such people at all. The reason is that their good deeds have become like scattered dust. Now, what remains to be placed in the scale of good deeds that a scale should be set up for them?
