Translation by Dr. Muhammad Muhsin Khan & Dr. Taqi-ud-Din al-Hilali
Allâh has created every moving (living) creature from water. Of them there are some that creep on their bellies, and some that walk on two legs, and some that walk on four. Allâh creates what He wills. Verily Allâh is Able to do all things.

Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah 45) ➊ { وَاللّٰهُخَلَقَكُلَّدَآبَّةٍمِّنْمَّآءٍ …:} For its explanation, see Surah Al-Anbiya, Ayah (30). This is the fourth proof of monotheism at this place: Allah Almighty created every moving (living being) from water. Then, all living beings created from the same thing are different from each other even in the very first stage of life. Some walk on their bellies, like snakes, fish, and certain types of insects; some walk on two legs, like humans and birds; and some walk on four legs, like cows, buffaloes, horses, and other cattle and beasts. ➋ {يَخْلُقُاللّٰهُمَايَشَآءُ :} That is, if He wills, He gives more legs to any animal, like the centipede, crab, spider, and many types of insects and sea creatures. This is the manifestation of the light of guidance spread throughout the universe, which, when seen, brings the fortunate to believe in the oneness of Allah Almighty and also that when Allah can create whatever He wills, then He can also resurrect on the Day of Judgment. The order of animals in walking is also noteworthy: first, those who have no legs at all—the manifestation of power in their movement is the greatest; then, walking on two legs is more remarkable than walking on four. ➌ { اِنَّاللّٰهَعَلٰىكُلِّشَيْءٍقَدِيْرٌ:} This is proof that Allah can create whatever He wills, because He has full power over everything.

The tafsir is originally written in Urdu, translated to English by tohed.com.
45-1. Just as snakes, fish, and other insects and crawling creatures are. 45-2. Just as humans and birds are. 45-3. Just as all quadrupeds and other animals are. 45-4. This is an indication that there are also some animals that have more than four legs, such as crabs, spiders, and many terrestrial insects.

45. Allah has created every moving creature from water [73]. Among them are those that crawl on their bellies, some that walk on two legs, and some on four. Allah creates whatever He wills, and surely Allah is capable of all things.
[73] The Creation of All Living Beings on Earth is from Water:
In Surah Hud, verse number 7, Allah Almighty said: "And He is the One who created the heavens and the earth in six days, and (at that time) His Throne was upon water." [11: 7] In accordance with this verse, the following hadith is related: Imran bin Husain ؓ says that some people from Yemen came to the Prophet ﷺ and asked about the creation of the universe. The Prophet ﷺ said: "(In the beginning) there was only Allah, and nothing else besides Him. His Throne was upon water. He wrote everything in the Preserved Tablet and then created the heavens and the earth." [بخاری۔ کتاب بدء الخلق۔ باب ماجاء فی قول اللہ ھو الذی یبد ألخلق۔۔]
From this verse and this hadith, it is understood that among the creations, Allah first created water. And the nature of the Throne is unknown to us, nor are we required to know it. Then, in Surah Al-Anbiya, verse number 30, He said: ﴿وَجَعَلْنَامِنَالْمَاءِكُلَّشَيْءٍحَيٍّ ﴾[21: 30] That is, whatever contains a spark of life, We made it from water. Another meaning of this is that no living thing can survive without water. And in this verse, it is mentioned that living beings were created from water, regardless of their type—whether they are insects, those that crawl or slither on their bellies, such as snakes, chameleons, and fish, or those that walk on two legs, such as humans and birds, or on four legs, such as all cattle and wild animals. Then there are also some creatures whose legs are more than four, such as the centipede. So, the origin of all such creatures was from water, and it is with the support of water that these creatures can live. Bringing into existence all things on the face of the earth, especially living things, from water is such an act of Allah Almighty that through it, one attains the knowledge of His power over everything. It should be noted that according to Darwin's theory, the beginning of life was from algae on the seashore. From this verse, it is understood that even algae was created because of water, and in reality, the beginning of life for everything was not from algae but from water. Furthermore, the Islamic concept of life differs from Darwin's theory of life in many respects. [تفصيل كے لئے ديكهئے ميري تصنيف آئينه پرويزيت حصه دوم ميں نظريه ارتقاء]
