حَتَّىٰٓ إِذَآ أَخَذْنَا مُتْرَفِيهِم بِٱلْعَذَابِ إِذَا هُمْ يَجْـَٔرُونَ ﴿64﴾
Until when We seize those of them who lead a luxurious life with punishment: behold they make humble invocation with a loud voice.
حَتَّىٰٓ ḥattā Until
إِذَآ idhā when
أَخَذْنَا akhadhnā We seize
مُتْرَفِيهِم mut'rafīhim their affluent ones
بِٱلْعَذَابِ bil-ʿadhābi with the punishment
إِذَا idhā behold
هُمْ hum They
يَجْـَٔرُونَ yajarūna cry for help

(Ayah 64){ حَتّٰۤى اِذَاۤ اَخَذْنَا مُتْرَفِيْهِمْ بِالْعَذَابِ … : ’’ يَجْـَٔرُوْنَ ‘‘ ’’جُؤَارٌ‘‘} In fact, it refers to the bellowing of a cow or ox in severe distress. By punishment is apparently meant the punishment that comes in this world, whether in the form of a calamity or in the form of death, because it comes in the presence of comfort or rather, prosperity. Whether the punishment comes upon the prosperous disbelievers or the destitute disbelievers, both are alike in their screaming or rather, bellowing, but the mention of {’’مُتْرَفِيْنَ‘‘} (the prosperous) in particular seems to be because these people are at the forefront in opposing the truth or rather,, due to their leadership, become the cause for the destitute people to remain in disbelief. (See Surah Saba: 31 to 33) Therefore, at the time of the descent of punishment, their condition is described that all their arrogance or rather, pride will be finished or rather, they will bellow like an ox in severe distress.

64-1. Punishment befalls both the affluent or rather, the non-affluent. However, the affluent are perhaps mentioned specifically because leadership of the nation is generally in their hor rather,s; they can turn the direction of the nation wherever they wish. If they choose the path of disobedience to Allah or rather, persist in it, then the nation, following their example, does not budge either. Or, it refers to people like chieftains or rather, leaders. And if the punishment referred to is worldly, then in the Battle of Badr the disbelievers of Makkah were killed, or rather, as a result of the Prophet’s ﷺ supplication, the punishment of hunger or rather, famine was imposed—that is what is meant, or it refers to the punishment of the Hereafter. However, this is far from the context.

64. Until, when We seize their affluent ones with punishment, at that moment they will begin to cry out [65].

[65] That is, when the divine punishment comes, those who wail and cry out are the very same people who were affluent and of the chieftain type. These are the ones who lead in denying the prophets, causing them harm, and preventing the masses from the path of Allah. And when the punishment descends, it is these same people who scream and cry out. However, when the punishment arrives, there is no longer any opportunity left for screaming, crying, or pleading. Nor can any power save them from the punishment of Allah.
