(Ayah 31){ ثُمَّاَنْشَاْنَامِنْۢبَعْدِهِمْقَرْنًااٰخَرِيْنَ:} By this, most commentators have meant the people of ‘Ad, because they became the successors of the people of Nuh. Hud (peace be upon him) addressed them, saying: «{ وَاذْكُرُوْۤااِذْجَعَلَكُمْخُلَفَآءَمِنْۢبَعْدِقَوْمِنُوْحٍ }»[ الأعراف : ۶۹ ] “And remember when Allah made you successors after the people of Nuh.” But many commentators have taken this to mean the people of Thamud, the nation of Salih (peace be upon him), because here {’’ الصَّيْحَةُ ‘‘} (the Cry) is mentioned, and those destroyed by the “Sayhah” (the Cry) were Thamud. Besides, for the admonition of the Arabs, mentioning the people of Thamud was more appropriate, because the houses they carved out of the mountains were present before them at the place of Hijr. Imam Tabari, Ibn ‘Ashur, and the commentator Sa‘di and others have preferred this view. Allah Almighty did not mention the name of any nation here, because the purpose is not to narrate history or tell a story, but to give a lesson that those who came later also did not learn from the fate of those before them, and eventually became the target of Allah’s grasp.

According to most commentators, after the people of Nuh, the nation that Allah created and sent a messenger to was the people of 'Ad, because in most places, 'Ad is mentioned as the successors of the people of Nuh. According to some, this nation is Thamud, because later, in the mention of their destruction, it is said that a mighty cry seized them, and this punishment befell the people of Thamud. According to some, it is the people of Shu'ayb (AS), because their destruction also occurred through a cry.
