(Ayah 48) ➊ {وَ كَاَيِّنْ مِّنْ قَرْيَةٍ اَمْلَيْتُ لَهَا … :} In this verse, the law of respite is reiterated: how many towns I granted respite to, despite their wrongdoing like yours, then I seized them.
{ وَ اِلَيَّ الْمَصِيْرُ :} That is, if the punishment upon an oppressive nation is delayed, or if no punishment comes upon them at all in this world, even then they cannot escape Our grasp; in every case, they must return to Us, and there all promises will be fulfilled.

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. The tafsir is originally written in Urdu, translated to English by tohed.com.

48. 1. That is why here the law of respite has been stated again: No matter how much delay there is in punishment from My side, nevertheless, no one can escape My grasp, nor can anyone flee anywhere. In the end, he has to return only to Me.

48. And how many towns were there that were unjust; I gave them respite, then I seized them, and to Me [76] is the final return.

[76] That is, if there is a delay in the coming of punishment upon an oppressive nation, or if punishment does not come upon them at all, even then they cannot escape from Our grasp, and in the Hereafter they will certainly receive the full recompense for their deeds.
