كُتِبَ عَلَيْهِ أَنَّهُۥ مَن تَوَلَّاهُ فَأَنَّهُۥ يُضِلُّهُۥ وَيَهْدِيهِ إِلَىٰ عَذَابِ ٱلسَّعِيرِ ﴿4﴾
For him (the devil) it is decreed that whosoever follows him, he will mislead him, and will drive him to the torment of the Fire. [Tafsir At-Tabarî]
كُتِبَ kutiba It has been decreed
عَلَيْهِ ʿalayhi for him
أَنَّهُۥ annahu that he
مَن man who
تَوَلَّاهُ tawallāhu befriends him
فَأَنَّهُۥ fa-annahu then indeed, he
يُضِلُّهُۥ yuḍilluhu will misguide him
وَيَهْدِيهِ wayahdīhi and will guide him
إِلَىٰ ilā to
عَذَابِ ʿadhābi (the) punishment
ٱلسَّعِيرِ l-saʿīri (of) the Blaze

(Ayah 4){ كُتِبَ عَلَيْهِ اَنَّهٗ مَنْ تَوَلَّاهُ …: ’’ تَوَلّٰي يَتَوَلّٰي‘‘} Taking as a friend. In {’’ عَلَيْهِ ‘‘}, the pronoun {’’هِ‘‘} is referring back to Satan. In the first { ’’ اَنَّهٗ ‘‘ }, the pronoun is for the matter, so it has been translated as "the fact is." This means to establish firmness in the matter, that is, it has already been written regarding Satan that whoever befriends him, Satan will misguide him. The meaning is that in the divine decree, this has already been decided about him. The word "writing" has been used because once a matter is written, it becomes firm, or it means that it has already been written in the Preserved Tablet (al-Lawh al-Mahfuz).
