Then We fulfilled to them the promise. So We saved them and those whom We willed, but We destroyed Al-Musrifûn (i.e. disbelievers in Allah, in His Messengers, extravagants, transgressors of Allâh’s limits by committing crimes, oppressions, polytheism and sins).

(Ayah 9) {ثُمَّصَدَقْنٰهُمُالْوَعْدَ …: ’’ صَدَقَيَصْدُقُ‘‘} It also comes intransitively, meaning to speak the truth, and transitively, meaning to make it true in action: “Then We fulfilled Our promise to them.” {’’ ثُمَّ ‘‘} The word “then” is to indicate that the messengers were opposed, they were persecuted, there were also battles, but then, in the end, We fulfilled the promise of help We had made to them. So We saved the messengers and also those whom We willed. This includes the followers of the messengers and also those disbelievers who were to believe in the future, or whose offspring were to be granted faith. This was the wisdom behind not sending a total annihilating punishment upon the Arabs. “And We destroyed the transgressors”—in this is glad tidings for the Messenger of Allah (peace be upon him) and his followers, and a warning for the disbelievers. 9. Then We fulfilled the promise We made to them. We saved them and whomever We willed, and We destroyed those who transgressed all bounds [9].
[9] However, this has always happened with every prophet that some people responded to his call, while most became opponents of the Quran. Then, the promises of victory and help that We made to Our prophets and the believers, We fulfilled all of them, and We saved such people from Our punishment in due time.
