Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah 63) ➊ { قَالُوْۤااِنْهٰذٰىنِلَسٰحِرٰنِ … :} This {’’ اِنْ ‘‘} is actually {’’إِنَّ‘‘} the particle of emphasis, whose sign is the lām of emphasis on the predicate {’’ لَسٰحِرٰنِ ‘‘}. Here, there is a famous question that {’’ إِنَّ ‘‘} gives its noun accusative case, so instead of {’’ هٰذٰىنِ ‘‘} it should have been {’’هٰذَيْنِ‘‘}. One answer to this is that after giving sukoon to the nūn of {’’ إِنَّ‘‘}, its effect was terminated and {’’ هٰذٰىنِ ‘‘} is nominative because it is the subject; another is that {’’ اِنْ ‘‘} (with a silent nūn) is {’’ إِنَّهُ ‘‘} i.e. {’’ إِنَّ ‘‘} and has come in the place of the pronoun of the situation, thus the noun of {’’اِنْ ‘‘} was the pronoun of the situation and {’’ هٰذٰىنِ ‘‘} is the subject of the next sentence and that sentence is becoming the predicate of {’’ اِنْ ‘‘}. (Ibn Juzayy) See further answers in lengthy tafsirs. {’’ الْمُثْلٰى ‘‘ ’’أَمْثَلُ‘‘} is the feminine of the superlative, meaning {’’أَفْضَلُ‘‘} the best. ➋ In the end, after mutual consultation, the greed for wealth and status united all of them in opposition, and the decision was made that these two are certainly magicians and want to gain power and expel you from your homeland, and to abolish your religion and creed, which is the best, and your luxurious and best life by seizing the government. The Messenger of Allah (peace and blessings be upon him) said: [ مَاذِئْبَانِجَائِعَانِأُرْسِلاَفِيْغَنَمٍبِأَفْسَدَلَهَامِنْحِرْصِالْمَرْءِعَلَیالْمَالِوَالشَّرَفِلِدِيْنِهٖ ] "Two hungry wolves let loose among sheep and goats are not as destructive to them as a man's greed for wealth and high status (fame) is to his religion." [ ترمذی، الزھد، باب حدیث ما ذئبان جائعان… : ۲۳۷۶۔ ابن حبان : ۳۲۲۸، عن کعب بن مالک رضی اللہ عنہ ، صحیح ]

63. 1. مثلیٰ is the attribute of طریقۃ, it is the feminine form of امثل in the meaning of افضل. The meaning is that if these two brothers prevail by the force of their 'magic', then the nobles and chiefs will incline towards them, which will endanger our authority and increase the possibility of their authority. Besides, our best way or religion, they will also eliminate it. That is, they have also declared their polytheistic religion as "the best", just as even today every follower of a false religion and sect is afflicted with the same corrupt delusion. Allah has truly said (کل حزب بما لدیھم فرحون) every sect rejoices in what it has.

Finally, some of them said, "These two are magicians who want to drive you out of your land with their magic and do away with your exemplary way of life. [45]"
[45] The Secret Counsel of Pharaoh’s People and the Urging for Unity in the Contest:
In this separate gathering, those who were at the forefront of assembling the magicians emphasized that now was not the time for disagreement. At this point, it was best for everyone to agree on holding the contest. Not competing or postponing it would both be detrimental to us and tantamount to our defeat. Some others said that if you do not compete or if you lose, know that you will be ruined. The government will be taken from you. You will become slaves of the Children of Israel. Then, whatever treatment they wish, they will mete out to you—whether they let you stay in this land or expel you. You will be at their mercy. Your civilization and culture, your gatherings of luxury and pleasure—all such things will be finished. Therefore, the only need now is to create unity in your ranks and to strongly encourage the magicians, and understand that today is not a day of mere trickery, but a day of your victory or defeat. Whoever loses will be destroyed, and whoever wins, in the end, will be dominant.
