إِلَّا تَذْكِرَةً لِّمَن يَخْشَىٰ ﴿3﴾
But only as a Reminder to those who fear (Allâh).

The exception with (Ayah 3){ اِلَّا تَذْكِرَةً لِّمَنْ يَّخْشٰى : ’’ اِلَّا ‘‘ } is disconnected, because {’’ تَذْكِرَةً ‘‘} is not included in wretchedness, therefore here {’’ اِلَّا ‘‘ } means {’’ لٰكِنَّ ‘‘}, thus it has been translated here as "rather." And as for the statement that this Qur’an was sent down as a reminder for the one who fears, it does not mean that the Qur’an was not sent as a reminder for other people, because the Qur’an, in fact the entire religion, was sent to be conveyed to every human and jinn, as He said: «{ يٰۤاَيُّهَا الرَّسُوْلُ بَلِّغْ مَاۤ اُنْزِلَ اِلَيْكَ مِنْ رَّبِّكَ [ المائدۃ : ۶۷ ] "O Messenger! Convey what has been revealed to you from your Lord." And the Prophet (peace and blessings be upon him) was sent to all people until the Day of Resurrection. (See Saba: 28) Rather, the purpose is that only the one who fears Allah will benefit from it; it is not your responsibility to put on the right path the one who does not fear Allah and the Hereafter, as He said: « سَيَذَّكَّرُ مَنْ يَّخْشٰى (10) وَ يَتَجَنَّبُهَا الْاَشْقَى » [ الأعلٰی : ۱۰، ۱۱ ] "Soon the one who fears will take heed, and the most wretched will avoid it."
