Or like a rainstorm from the sky, wherein is darkness, thunder, and lightning. They thrust their fingers in their ears to keep out the stunning thunder-clap for fear of death. But Allâh ever encompasses the disbelievers (i.e. Allâh will gather them all together).

ءَاذَانِهِمādhānihimtheir ears

ٱلصَّوَٰعِقِl-ṣawāʿiqithe thunderclaps
حَذَرَḥadhara(in) fear (of)
ٱلْمَوْتِ ۚl-mawti[the] death
وَٱللَّهُwal-lahuAnd Allah
مُحِيطٌۢmuḥīṭun(is) [the One Who] encompasses

(Ayah 20,19) ➊ This example Allah Almighty has given for the second group of hypocrites, that is, those people who apparently became Muslims but due to weakness of faith were always afflicted with doubt and hesitation. In times of comfort and ease, they appeared content, but when faced with difficulties, they would fall into doubt and suspicion, as Allah Almighty has said: «{ وَمِنَالنَّاسِمَنْيَّعْبُدُاللّٰهَعَلٰىحَرْفٍفَاِنْاَصَابَهٗخَيْرٌاطْمَاَنَّبِهٖوَاِنْاَصَابَتْهُفِتْنَةٌانْقَلَبَعَلٰىوَجْهِهٖخَسِرَالدُّنْيَاوَالْاٰخِرَةَذٰلِكَهُوَالْخُسْرَانُالْمُبِيْنُ }»[ الحج : ۱۱ ] "And among the people is he who worships Allah on the edge. If good befalls him, he is content with it; but if a trial befalls him, he turns on his face. He has lost this world and the Hereafter; that is the clear loss." In these verses, their very hesitation is described: whenever there is light for them, they walk on, and when darkness falls upon them, they stand still. (Ibn Kathir)
➋ Rain refers to Islam, darkness and thunder refer to the hardships and calamities encountered in the path of Islam, lightning refers to the successes attained by the Muslims, and the thunderbolts refer to the commands of jihad, in which the hypocrites see death.
➌ Shah Abdul Qadir (may Allah have mercy on him) writes: In the religion of Islam, in the end, everything is a blessing, but at first, there is some hardship, just like rain, which ultimately brings prosperity, but at first, there is thunder and lightning. The hypocrites are frightened by the initial hardship and see calamity before them, and just as there is sometimes light and sometimes darkness in the flash of clouds, similarly, in the heart of the hypocrite, there is sometimes affirmation and sometimes denial. ➍ { وَلَوْشَآءَاللّٰهُ...:} And if Allah had willed, He would have taken away their hearing and their sight like the first group, but Allah’s way is that He gives a person the opportunity to hear and see as much as he wishes to hear and see.
➎ {”قَدِيْرٌ:“} is an intensive form, so it has been translated as "fully capable."
