لَّا يَمْلِكُونَ ٱلشَّفَـٰعَةَ إِلَّا مَنِ ٱتَّخَذَ عِندَ ٱلرَّحْمَـٰنِ عَهْدًا ﴿87﴾
None shall have the power of intercession, but such a one as has received permission (or promise) from the Most Gracious (Allâh).

(Ayah 87){لَا يَمْلِكُوْنَ الشَّفَاعَةَ اِلَّا مَنِ اتَّخَذَ …:} That is, the one who will be entitled to intercession will be the one who has obtained the covenant of salvation from the Most Merciful. By this covenant is meant the declaration of the testimony of faith. This interpretation is established from Ibn Abbas and Ibn Mas’ud (may Allah be pleased with them). (Ibn Kathir with the footnote of Hikmat bin Basheer) In a hadith, adherence to the five daily prayers has also been called a covenant. The Messenger of Allah (peace and blessings be upon him) said: [ اَلْعَهْدُ الَّذِيْ بَيْنَنَا وَبَيْنَهُمُ الصَّلَاةُ فَمَنْ تَرَكَهَا فَقَدْ كَفَرَ ] [ مسند أحمد : 346/5، ح : ۲۳۰۰۱۔ ترمذي : ۲۶۲۱۔ ابن ماجہ : ۱۰۷۹، عن بریدۃ رضی اللہ عنہ و صححہ الألباني ] “The covenant that is between us and them (the polytheists) is the prayer; whoever abandons it has surely become a disbeliever.” It is thus understood that intercession will be for the believers who commit major sins, but no intercession will be possible for the disbeliever. Therefore, the meaning of {’’ لَا يَمْلِكُوْنَ الشَّفَاعَةَ ‘‘} is that only those people will be entitled to intercession who have obtained the covenant with the Most Merciful, not the disbelievers. Several verses bear witness to this meaning. See Surah Al-Muddathir (48), Ash-Shu’ara (100, 101), Al-Mu’min (18), Al-Anbiya (28), and other verses. From this, it is understood that when no one will be able to intercede on behalf of the criminals, then they themselves, all the more, will not have the authority to intercede for others. The second meaning of the verse is that the authority of intercession will only be with the one whom Allah grants permission for intercession; no prophet or angel will be able to intercede for anyone by their own will. Allah said: «{مَنْ ذَا الَّذِيْ يَشْفَعُ عِنْدَهٗۤ اِلَّا بِاِذْنِهٖ [ البقرۃ : ۲۵۵ ] “Who is it that can intercede with Him except by His permission?” In this verse, all polytheists have been warned, whether they are idol worshippers or grave worshippers, worshippers of the living or the dead, they will be deprived of every kind of intercession. As if this is the answer to {’’ لِيَكُوَنُوْا لَهُمْ عِزًّا ‘‘ }. (Kabir, Shawkani, Shanqiti)

87. 1. The meaning of قول وقرار (covenant) is faith and piety. That is, only those among the people of faith and piety whom Allah will permit to intercede, will intercede; apart from them, no one else will be permitted to intercede.

On that Day, no one will be able to intercede for anyone, except the one who has taken a covenant [78] with Allah.

The Strict Conditions of Intercession:

This ambiguous sentence has two meanings. One is that intercession will only be possible for the person who has kept himself deserving of intercession. For such people, it is Allah's covenant that intercession will be accepted on their behalf, and these will be the people who never committed shirk. They will be obedient to Allah, but sometimes they may have committed sins. The second meaning is that only those will be able to intercede whom Allah grants permission to intercede, and this is Allah's covenant. Those people will never be allowed to intercede whom the polytheists have attached their hopes to.
