And warn them (O Muhammad صلى الله عليه وسلم) of the Day of grief and regrets, when the case has been decided, while (now) they are in a state of carelessness, and they believe not.

(Ayah 39) ➊ { وَاَنْذِرْهُمْيَوْمَالْحَسْرَةِ …:} refers to the Day of Resurrection, in which there will be nothing but regret and remorse with no other recourse. For further details, see Surah Az-Zumar (56), Al-An'am (31), and Al-Baqarah (167). ➋ { اِذْقُضِيَالْاَمْرُوَهُمْفِيْغَفْلَةٍ …:} Abu Sa'id Al-Khudri (may Allah be pleased with him) narrated that the Messenger of Allah (peace and blessings be upon him) said: [ يُؤْتٰیبِالْمَوْتِكَهَيْئَةِكَبْشٍأَمْلَحَفَيُنَادِيْمُنَادٍيَاأَهْلَالْجَنَّةِ ! فَيَشْرَئِبُّوْنَوَيَنْظُرُوْنَفَيَقُوْلُهَلْتَعْرِفُوْنَهٰذَا ؟ فَيَقُوْلُوْنَنَعَمْهٰذَاالْمَوْتُوَكُلُّهُمْقَدْرَاٰهُثُمَّيُنَادِيْيَاأَهْلَالنَّارِ ! فَيَشْرَئِبُّوْنَوَيَنْظُرُوْنَفَيَقُوْلُهَلْتَعْرِفُوْنَهٰذَا ؟ فَيَقُوْلُوْنَنَعَمْ،هٰذَاالْمَوْتُوَكُلُّهُمْقَدْرَاٰهُفَيُذْبَحُثُمَّيَقُوْلُيَاأَهْلَالْجَنَّةِ ! خُلُوْدٌفَلَامَوْتَوَيَاأَهْلَالنَّارِ ! خُلُوْدٌفَلاَمَوْتَ،ثُمَّقَرَأَ: «{ وَاَنْذِرْهُمْيَوْمَالْحَسْرَةِاِذْقُضِيَالْاَمْرُوَهُمْفِيْغَفْلَةٍ }»وَهٰؤُلَاءِفِيْغَفْلَةٍأَهْلُالدُّنْيَا«{ وَهُمْلَايُؤْمِنُوْنَ }» ][بخاري، التفسیر، باب قولہ عز وجل: «و أنذرھم یوم الحسرۃ » : ۴۷۳۰ ] "Death will be brought in the form of a speckled ram, then a caller will call out: 'O people of Paradise!' So they will raise their heads and look. He will say: 'Do you recognize this?' They will say: 'Yes! This is death,' and all of them will have seen it. Then he will call out: 'O people of the Fire!' So they will raise their heads and look. He will say: 'Do you recognize this?' They will say: 'Yes! This is death,' and all of them will have seen it, then it will be slaughtered. Then he will say: 'O people of Paradise! (Now) eternity, no death; and O people of the Fire! (Now) eternity, no death.' Then the Prophet (peace and blessings be upon him) recited this verse: «{ وَاَنْذِرْهُمْيَوْمَالْحَسْرَةِاِذْقُضِيَالْاَمْرُوَهُمْفِيْغَفْلَةٍ }» (And warn them of the Day of Regret when the matter will be decided, and they are in heedlessness) meaning they are in complete worldly heedlessness and do not believe." The Prophet's (peace and blessings be upon him) recitation of this verse after mentioning the slaughtering of death is evidence that {’’ قُضِيَالْاَمْرُ ‘‘} (when the matter will be decided) refers to the slaughtering of death. In Musnad Ahmad (3/9, Hadith: 11072), at the beginning of this same hadith, it is mentioned that when (all) the people of Paradise have entered Paradise and the people of Hell have entered Hell.

39. 1. The Day of Judgment is called the Day of Regret because on that day everyone will feel regret. The evildoers will regret having committed sins, and the righteous will regret why they did not earn even more good deeds.
39. 2. That is, after the reckoning, the records will be folded up, and the people of Paradise will go to Paradise and the people of Hell will go to Hell. It is mentioned in a hadith that after this, death will be brought in the form of a ram and will be made to stand between Paradise and Hell. Both the people of Paradise and the people of Hell will be asked, "Do you recognize this? What is this?" They will say, "Yes, this is death." Then it will be slaughtered in front of them, and it will be announced: "O people of Paradise! For you, the life of Paradise is forever; now there will be no death." It will be said to the people of Hell: "O people of Hell! For you, the punishment of Hell is eternal; now there will be no death." (Sahih Bukhari)

39. And warn them of the Day of Regret, when the matter will be decided, while they are heedless [35] and do not believe.
[35] On the Day of Regret, Death Will Be Slaughtered in the Form of a Ram:
There will be many occasions for the disbelievers to regret. But the final occasion will probably be when the decision is announced for the people of Paradise to enter Paradise and for the people of Hell to enter Hell, as mentioned in the following hadith: "Sayyiduna Abu Sa'id Khudri ؓ reports that the Prophet ﷺ said: (On the Day of Resurrection) death will be brought in the form of a speckled ram. Then a caller will call out: 'O people of Paradise!' They will look in that direction, and the angel will say: 'Do you recognize this ram?' They will say, 'Yes, this is death, and we have all tasted it.' Then he will call out, 'O people of Hell!' They too will raise their heads and look, and the angel will say: 'Do you recognize this ram?' They will say, 'Yes! This is death, we have all seen it.' At that moment, the ram will be slaughtered. After that, the angel will say: 'O people of Paradise! You will remain in Paradise forever, and O people of Hell! You too will remain in Hell forever. Now, no one will die.' Then the Prophet ﷺ recited this verse: ﴿وَاَنْذِرْهُمْيَوْمَالْحَسْرَةِ..... لَايُؤْمِنُوْنَ﴾[بخاري۔ كتاب التفسير، ترمذي، ابواب التفسير] On that day, the disbelievers will be seeing and hearing everything clearly, but in utter despair from all sides, they will bite their hands in regret. But at that time, it will be of no benefit.
