He said: "So (it will be), your Lord said: ‘That is easy for Me (Allâh): And (We wish) to appoint him as a sign to mankind and a mercy from Us (Allâh), and it is a matter (already) decreed, (by Allâh).’ "

(Ayah 21) ➊ { قَالَكَذٰلِكِ :} Jibril (Gabriel), peace be upon him, said, "It will be so, that you will be granted a son without marriage or fornication." ➋ { قَالَرَبُّكِهُوَعَلَيَّهَيِّنٌ :} He further said that your Lord has said, "To grant you a son without any man is absolutely easy for Me." ➌ { وَلِنَجْعَلَهٗۤ …:} After the waw here, some words are omitted, meaning, "And (We did this) so that We may make him a great sign and miracle of Our power, that We can create a human being from only a woman as well." Just as there are already three signs before this: a human being (Adam, peace be upon him) without parents, a human being (Hawwa, peace be upon her) without a mother, and a human being with both parents. All three are manifestations of Our perfect power; now, with this, the fourth sign of Our power is also complete. None of these four is within anyone's power except Allah. Elsewhere it is said, "Let alone a human, no one has the power to create even a fly." See Surah Hajj (73). In this regard, all creation is proof of Allah Almighty's power and oneness. {وَفِيْكُلِّشَيْءٍلَهُآيَةٌ ¤ تَدُلُّعَلٰيأَنَّهُوَاحِدٌ } Look at the sick ones of shirk (polytheism); they are considering Jibril (Gabriel), peace be upon him, the creator of Masih (Jesus), peace be upon him. [ فَالْحَمْدُلِلّٰہِالَّذِيْعَافَانَامِنْبَلِیَّۃِالْإِشْرَاکِبِہِوَمَاکُنَّالِنَھْتَدِيَلَوْلَاأَنْھَدَانَااللّٰہُ ] ➍ {وَرَحْمَةًمِّنَّا :} And make him a great mercy from Us for the Children of Israel and for all people to come until the Day of Judgment, because Masih (Jesus), peace be upon him, gave glad tidings of Muhammad, the Messenger of Allah, peace and blessings be upon him, and commanded belief in him and following him. In this way, he became a means of salvation from Hell and entry into Paradise for them. {’’ اٰيَةً ‘‘ } and {’’ رَحْمَةً ‘‘} have tanween for the purpose of exaltation and magnification, therefore the translation is "a very great sign and a great mercy." ➎ { وَكَانَاَمْرًامَّقْضِيًّا : ’’ مَقْضِيًّا ‘‘ ’’قَضَييَقْضِيْ‘‘} is a passive participle, which was originally {’’مَقْضُوْيٌ‘‘}, meaning "decided." {’’ كَانَ ‘‘} is for perpetuity, so the translation is "decided from the beginning," meaning this matter has already been decreed in destiny and cannot be averted in any way.

21. 1. That is, it is true that you have not had any intercourse with a man, neither in a lawful way nor in an unlawful way. Whereas, habitually, this is necessary for conception.
21. 2. That is, I am not dependent on means; for Me, this is absolutely easy, and We want to make him a sign of Our creative power. Before this, We created your father Adam without a man and a woman, and your mother Hawwa only from a man, and now by creating Isa (علیہ السلام), We want to demonstrate Our power by creating in the fourth form as well, and that is to create from only a woman’s womb, without a man. We are capable of all four forms of creation.
21. 3. This refers to prophethood, which is Allah’s special mercy, and also for those who will believe in this prophethood.
21. 4. This is an addition to the same statement that Jibril (علیہ السلام) conveyed from Allah. That is, this miraculous creation is decreed in Allah’s knowledge, power, and will.

He said, "So it will be. Your Lord says, 'It is easy for Me,' and We will make him a sign for the people and a mercy from Us. And it is a matter already decreed." [22]
[22] The Birth of Sayyiduna Isa (Jesus) ؑ Was Itself a Miracle:
That is, even though it seems impossible, it is possible and it will certainly happen, because for Allah this is not a difficult task. And this will happen so that We may make this boy a living and everlasting miracle for all people. Then, this boy is also a gift from Us to you out of mercy and grace, and he will prove to be a mercy for all people as well. It should be clear that there can only be four forms of creation. One is that a child is born from both a mother and a father; this is the common case, and all humans or living beings are born this way. The second is to be born without both a mother and a father; in this way, Sayyiduna Adam was created. The third is to be born only from a man, as Lady Hawwa (Eve) was created from Adam. And the fourth is to be born only from a woman; this form had not yet come into existence, which was fulfilled through the birth of Sayyiduna Isa.
