ٱلَّذِينَ كَانَتْ أَعْيُنُهُمْ فِى غِطَآءٍ عَن ذِكْرِى وَكَانُوا۟ لَا يَسْتَطِيعُونَ سَمْعًا ﴿101﴾
(To) those whose eyes had been under a covering from My Reminder (this Qur’ân), and who could not bear to hear (it).
ٱلَّذِينَ alladhīna Those

In (Ayah 101){ الَّذِيْنَ كَانَتْ اَعْيُنُهُمْ … : ’’ غِطَآءٍ ‘‘}, the tanween is for magnification, meaning a very thick veil, that is, they did not have the eye of intellect to believe after witnessing the signs of power, and due to stubbornness, they were not ready to listen to anyone so that they might understand through explanation. 101. Those whose eyes were veiled from My remembrance, and they were not willing to listen [83].

[83] That is, for the true purpose for which Allah Almighty granted them eyes and ears, these people did not use these faculties at all. And that purpose was that with their eyes they should observe the signs of Allah Almighty's power, and their ears should always be ready to listen to the truth.
