See they not that Allâh, Who created the heavens and the earth, is Able to create the like of them. And He has decreed for them an appointed term, whereof there is no doubt. But the Zâlimûn (polytheists and wrong-doers) refuse (the truth - the Message of Islâmic Monotheism, and accept nothing) but disbelief.

(Ayah 99) ➊ The meaning of {’’اَوَلَمْيَرَوْا ‘‘} is {’’أَوَلَمْيَعْلَمُوْا‘‘}, that is, "Do they not know?" See Surah Al-Fil and Ibrahim (24). The meaning is that they do know. The interrogative hamzah over {’’ لَمْ ‘‘} is for rebuke, so the meaning becomes affirmative, because the negation of a negation is affirmation.
➋ { اَنَّاللّٰهَالَّذِيْخَلَقَالسَّمٰوٰتِ …:} This is the rational answer to their denial of the Resurrection: that Allah, Who created the heavens and the earth, also has the power to create the likes of them, because the creation of the earth and the heavens is much more difficult than their creation. See Surah Ya-Sin (81), Ahqaf (33), Mumin (57), and Nazi'at (27).
➌ { اَنْيَّخْلُقَمِثْلَهُمْ :} "The likes of them" means that He can create them again. The word {’’ مِثْلَهُمْ ‘‘} is for contempt, as it is said, "People like you are indeed wretched, what power do the likes of you have?" The meaning is: what power do you have? The second meaning is that the Allah Who created the heavens and the earth is able to create other people in their place who believe in His Oneness, are free from such corrupt doubts, and acknowledge His perfect wisdom in establishing the Resurrection, as He said: «وَاِنْتَتَوَلَّوْايَسْتَبْدِلْقَوْمًاغَيْرَكُمْثُمَّلَايَكُوْنُوْۤااَمْثَالَكُمْ »[ محمد : ۳۸ ] "And if you turn away, He will replace you with other people, then they will not be like you." Both meanings are correct.
➍ The conjunction of {وَجَعَلَلَهُمْاَجَلًا … : ’’ جَعَلَ ‘‘} is with {’’ قَادِرٌ ‘‘}, which is like {’’قَدَرَ‘‘}, meaning He is able to create people like them and He has fixed a time for the death and resurrection of all of them, about whose coming there is no doubt. Therefore, to deny resurrection merely because of its delay is utter foolishness. See Surah Hud (103, 104).

99. 1 Allah replied to them that the One who is the Creator of the heavens and the earth is also capable of creating beings like them or giving them life again, because this is even easier than the creation of the heavens and the earth. (لَخَــلْقُالسَّمٰوٰتِوَالْاَرْضِاَكْبَرُمِنْخَلْقِالنَّاسِ) 40. Al-Mu’min: 57). Al-Mu’min. The creation of the heavens and the earth is a greater and more difficult task than the creation of humans. Allah Almighty has also mentioned this subject in Surah Al-Ahqaf and Surah Ya-Sin.
99. 2 By this appointed term (fixed time) is meant death or the Day of Resurrection. Here, considering the context, it is more correct to take it as the Day of Resurrection, meaning We have fixed a time for raising them again and bringing them out of their graves. "And We do not delay it except for a limited term." Hud. We are only deferring their matter until a fixed time.

Have they not seen that Allah, Who created the heavens and the earth, is able to create the likes of them (again)? He has appointed for them a term [117] about which there is no doubt. Yet the wrongdoers persist in denial.
[117] The Season of Resurrection:
The polytheists of Makkah objected that thousands of years have passed, and none of those who died have ever come back to life. So how is resurrection possible? The answer is that every task has an appointed time; it only happens at that time. If you throw a wheat seed into the ground, it will only sprout when its season for sprouting arrives. In the same way, the season or time for humans to sprout is the second blowing of the trumpet. When the trumpet is blown, you will all sprout from the earth by a natural process.
