And (remember) the Day when We shall raise up from each nation a witness (their Messenger), then, those who disbelieved will not be given leave (to put forward excuses), nor will they be allowed (to return to the world) to repent and ask for Allâh’s Forgiveness (of their sins).

(Ayah84) ➊ { وَيَوْمَنَبْعَثُمِنْكُلِّاُمَّةٍشَهِيْدًا :} That is, on the Day of Resurrection, the messenger of every nation will stand before Allah and will bear witness that he conveyed the truth to them, and along with that, if they affirmed it, he will testify to that, and if they denied it, he will testify to that as well. After the death of the prophets, those who conveyed the truth will bear this testimony. In this, there is a warning for those who deny the blessings. For the meaning of testimony, see Surah Al-Baqarah (143), An-Nisa (41), Al-Hajj (78), and Surah Az-Zumar (69).
➋ { ثُمَّلَايُؤْذَنُلِلَّذِيْنَكَفَرُوْا :} Then the disbelievers will not be given permission. Permission for what? Elsewhere, this has been explained; one is that on that day, they will neither be able to speak nor will they be allowed to present excuses, as He said: «{ هٰذَايَوْمُلَايَنْطِقُوْنَ (35) وَلَايُؤْذَنُلَهُمْفَيَعْتَذِرُوْنَ۠ }»[ المرسلات : ۳۵، ۳۶ ] "This is the Day when they will not speak, nor will they be permitted to present excuses." The second is that when they will say: «{ رَبِّارْجِعُوْنِ (99) لَعَلِّيْۤاَعْمَلُصَالِحًافِيْمَاتَرَكْتُ }»[ المؤمنون : ۹۹، ۱۰۰ ] (O my Lord! Send me back, so that I may do some righteous deed in what I have left behind), they will not be allowed to return, because even if they were sent back, they would do the same as they did before. (See Al-An'am: 28) Observe the eloquence of the Qur'an; it is said that permission will not be given, but it is not mentioned for what? Because there are several things.
➌ { وَلَاهُمْيُسْتَعْتَبُوْنَ : ’’عَتَبَيَعْتُبُعَتْبًا‘‘} (n, d) To be angry. {’’أَعْتَبَيُعْتِبُ‘‘} To remove anger. {’’اَلْعُتْبٰي‘‘} To please, to appease. {’’اِسْتَعْتَبَفُلَانٌفُلَانًا‘‘} That is, so-and-so expressed the former's anger to another, so that he could remove the former's anger or seek forgiveness. The meaning of {’’ يُسْتَعْتَبُوْنَ‘‘} is that anger will not be expressed before them so that they may request forgiveness and remove Allah's anger, meaning they will not even be given the opportunity to request to please Allah.

84. 1. That is, on every nation, the prophet of that nation will bear witness that Allah's message had been conveyed to them. But they did not care about it. These disbelievers will not even be allowed to present an excuse, because in reality, they will have no excuse or argument at all. Nor will they be asked to turn back or to remove reproach, because such a need only arises when someone is to be given a concession. Another meaning is that they will not be given the opportunity to please their Lord, because that opportunity had already been given in the world, which is the abode of action. The Hereafter is not the abode of action, it is the abode of recompense; there, one will be recompensed for what one has done in the world, and no one will be given the opportunity to do anything there.

84. And on the Day when We will raise a witness from every nation, then the disbelievers will not be allowed to make excuses [86], nor will they be allowed to repent.
[86] A Scene from the Day of Judgment: The Polytheists' Arguments Against Each Other:
After this, a scene from the Plain of Resurrection is being presented. When the court of Allah Almighty is established, a witness from every nation and every group will be brought forth. The witness from each nation will be the prophet of that nation, or that righteous servant who conveyed Allah’s message to the people with complete clarity. The testimony of these witnesses will be for the purpose of establishing proof against the disbelievers, and it will be detailed. That is, the witness will testify that such and such people accepted my message, while such and such people were arrogant. And they did these and those deeds in opposition to the path of truth, and used to give us such and such replies. During this testimony, the disbelievers will not be allowed to speak at all. And when the disbelievers witness this terrifying scene of the Plain of Resurrection, they will wish to seek forgiveness for their sins, but at that time they will not be given the opportunity to repent, because the opportunity for repentance is only in this world, and when the final gasp of death comes and the soul reaches the throat, from that moment the time for repentance ends.
