وَمَآ أَنزَلْنَا عَلَيْكَ ٱلْكِتَـٰبَ إِلَّا لِتُبَيِّنَ لَهُمُ ٱلَّذِى ٱخْتَلَفُوا۟ فِيهِ ۙ وَهُدًى وَرَحْمَةً لِّقَوْمٍ يُؤْمِنُونَ ﴿64﴾
And We have not sent down the Book (the Qur’an) to you (O Muhammad صلى الله عليه و سلم), except that you may explain clearly unto them those things in which they differ, and (as) a guidance and a mercy for a folk who believe.
وَمَآ wamā And not

عَلَيْكَ ʿalayka to you
ٱلْكِتَـٰبَ l-kitāba the Book
إِلَّا illā except
لِتُبَيِّنَ litubayyina that you make clear
لَهُمُ lahumu to them
ٱلَّذِى alladhī that which
ٱخْتَلَفُوا۟ ikh'talafū they differed
فِيهِ ۙ fīhi in it
وَهُدًۭى wahudan and (as) a guidance
وَرَحْمَةًۭ waraḥmatan and mercy
لِّقَوْمٍۢ liqawmin for a people
يُؤْمِنُونَ yu'minūna who believe

(Ayah64) {وَ مَاۤ اَنْزَلْنَا عَلَيْكَ الْكِتٰبَ …:} Just as in previous communities, even now those who are caught in the alluring traps of Satan, for them, it is precisely to decide every dispute and to clearly explain the real truth that We have revealed the Book to you. It is thus understood that the purpose of revealing the Book to the Messenger of Allah (peace be upon him) is also to clarify and explain all those matters in which people cannot decide for themselves. Therefore, every detail of the Qur’an was explained by the Messenger of Allah (peace be upon him) through his words, actions, and approvals; otherwise, the worship of Allah—prayer, zakat, Hajj, fasting, in short, everything—would have fallen prey to differences, and people would never have been able to agree on one method, nor could the Book of Allah have been acted upon. The deniers of hadith are not willing to accept the clarification of the Prophet (peace be upon him), and thus they are deprived of that guidance and mercy which is obtained from this Book and from the clarification and explanation of the Prophet (peace be upon him) for the believers {’’ لِقَوْمٍ يُّؤْمِنُوْنَ ‘‘}. In reality, they do not even accept the Qur’an, otherwise, in numerous verses of the Qur’an, there is the command to accept the Messenger of Allah (peace be upon him) as the judge in every dispute and difference, to follow him, and to obey him. Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This tafsir explains the meanings of the Quran in accordance with the methodology of the Salaf (early righteous generations), relying on authentic sources and straightforward language. Due to its reliability and adherence to sound Islamic scholarship, the Saudi government publishes and distributes this tafsir among the Hujjaj (pilgrims) visiting the Haramain. 64. 1. In this, the Prophet's ﷺ position is described that, regarding beliefs and religious rulings, he should clarify in detail the differences between the Jews and Christians, and likewise between the Magians and polytheists, and among the followers of other religions, so that truth and falsehood become clear, and people may choose the truth and avoid falsehood.

We have only sent down this Book to you so that you may clarify for them those matters in which they differ [61], and as guidance and mercy for those who believe.

[61] How is it possible to end disagreements? The disagreements with the disbelievers of Makkah were whether Allah alone is the deity or if it is necessary for there to be other deities along with Him; whether the Day of Resurrection will be established or if it is merely an illusion; whether such-and-such lawful thing was made unlawful by Allah or by others; or who made such-and-such unlawful thing lawful, and so on. And the Quran was revealed so that all such issues could be explained and clarified with evidence, so that no confusion or doubt would remain. And it was the task of the Messenger of Allah ﷺ to give a clear and decisive verdict on all such disputed matters, thereby establishing Allah’s proof upon His servants. These were the disagreements of the Prophetic era, and today’s disputed issues are somewhat similar to those, while some are of a different nature. However, their solution is the same as was prescribed for the disbelievers of Makkah: if the Book and Sunnah are made the firm foundation, then even today the end of disputed issues is possible and the Ummah, divided into sects, can be united. Therefore, this Quran and Allah’s Messenger or his Sunnah can be a source of guidance and mercy for every era, provided that people accept them as the authority and believe in them as they ought to be believed in.
