هَلْ يَنظُرُونَ إِلَّآ أَن تَأْتِيَهُمُ ٱلْمَلَـٰٓئِكَةُ أَوْ يَأْتِىَ أَمْرُ رَبِّكَ ۚ كَذَٰلِكَ فَعَلَ ٱلَّذِينَ مِن قَبْلِهِمْ ۚ وَمَا ظَلَمَهُمُ ٱللَّهُ وَلَـٰكِن كَانُوٓا۟ أَنفُسَهُمْ يَظْلِمُونَ ﴿33﴾
Do they (the disbelievers and polytheists) await but that the angels should come to them [to take away their souls (at death)], or there should come the command (i.e. the torment or the Day of Resurrection) of your Lord? Thus did those before them. And Allâh wronged them not, but they used to wrong themselves.

ظَلَمَهُمُ ẓalamahumu wronged them
ٱللَّهُ l-lahu Allah
وَلَـٰكِن walākin but
كَانُوٓا۟ kānū they were
أَنفُسَهُمْ anfusahum themselves
يَظْلِمُونَ yaẓlimūna wronging

(Ayah33) ➊ {هَلْ يَنْظُرُوْنَ اِلَّاۤ اَنْ تَاْتِيَهُمُ …:} here is an interrogative for denial, and {’’ يَنْظُرُوْنَ ‘‘} means {’’يَنْتَظِرُوْنَ‘‘}. In this, again the state of the disbelievers is described: after every kind of clear proof has come to them, what other purpose do they have for not believing except that they are waiting for the angels to come to seize their souls, or for your Lord’s command, that is, punishment, or the Hour to come, so that then they will believe and correct their condition? Whereas at that time, repentance or believing will not benefit them at all. This is to describe their stubbornness, not that they are actually waiting. In {’’ تَاْتِيَهُمُ الْمَلٰٓىِٕكَةُ اَوْ يَاْتِيَ اَمْرُ رَبِّكَ ‘‘}, {’’اَوْ ‘‘} is مانعۃ الخلو, meaning it is not possible that neither of the two things will come; however, it is possible that one of them comes, or even that both come together.
{كَذٰلِكَ فَعَلَ الَّذِيْنَ مِنْ قَبْلِهِمْ:} means that the previous people also adopted the way of disbelief and denied the prophets. (Shawkani)
{ وَ مَا ظَلَمَهُمُ اللّٰهُ …:} means they themselves committed such evil deeds for which the punishment was Hell, and this is a foolish injustice, because if they had wronged someone else for their own benefit, perhaps they would have gained something, even if only temporarily, but to wrong themselves is the height of foolishness.

33. 1. That is, are they also waiting for the time when the angels will seize their souls or the command of their Lord (i.e., punishment or the Day of Resurrection) will come?
33. 2. That is, in this way, rebellion and disobedience were also adopted by the people before them, because of which they became deserving of Allah's wrath.
33. 3. Therefore, Allah has not left any excuse for them. By sending messengers and revealing books, He has completed the argument against them.
33. 4. That is, by opposing the messengers and denying them, they have wronged themselves.

33. Are they waiting for anything except that the angels should come to them, or that the command (punishment) [32] of your Lord should come? Those before them did the same. Allah did not wrong them, but they wronged themselves.

The Demand for the Coming of Angels:

This is also a response to an objection of the deniers of the truth, who used to say: why do angels not come to us to confirm that you ﷺ are truly the Prophet of Allah? In reply to their objection, Allah Almighty said that angels do indeed come to them. But there are only two situations for this: one is to seize their souls, and the other is to bring down divine wrath upon them. And this objection was not raised only by these disbelievers of Makkah; before them too, deniers of the truth in their respective eras used to say similar things to the prophets. And they too used to mock in the same way. Eventually, as a consequence of their deeds, they had to face the angels who brought Allah’s punishment upon them. And now these people too will have to face a similar end, and that which they demand from Allah, Allah will surely fulfill it.
