إِنَّمَا سُلْطَـٰنُهُۥ عَلَى ٱلَّذِينَ يَتَوَلَّوْنَهُۥ وَٱلَّذِينَ هُم بِهِۦ مُشْرِكُونَ ﴿100﴾
His power is only over those who obey and follow him (Satan), and those who join partners with Him (Allâh i.e. those who are Mushrikûn i.e. polytheists. See Verse 6:121).
إِنَّمَا innamā Only
سُلْطَـٰنُهُۥ sul'ṭānuhu his authority
عَلَى ʿalā (is) over
ٱلَّذِينَ alladhīna those who
يَتَوَلَّوْنَهُۥ yatawallawnahu take him as an ally
وَٱلَّذِينَ wa-alladhīna and those who
هُم hum [they]
بِهِۦ bihi with Him
مُشْرِكُونَ mush'rikūna associate partners

If in {وَ الَّذِيْنَ هُمْ بِهٖ مُشْرِكُوْنَ:’’ بِهٖ ‘‘}, the pronoun in {’’هُ‘‘} refers to Satan, then the letter "ba" will be causative, and the meaning will be: those people who, because of him (Satan), associate partners. The translation in the text has been done accordingly. The second possibility is that the pronoun refers to Allah Almighty; then the meaning will be: those people who associate partners with Him (Allah). This meaning is also correct.

How Does Satan's Plot Work on People?

Satan does not possess any such power that he can force anyone to accept his word. Nor does he have any rational or transmitted proof on the basis of which he can convince anyone of his point. He can only cast whispers. He can create misleading thoughts in the heart. Now, those people who are already weak in faith immediately fall into his trap, and Satan's greatest success is that he leads a person onto the paths of shirk, and in this way, he can take revenge on the son of Adam. As for those who rely only on Allah and are firm in their belief, Satan's plot does not work on such people, and such people certainly obtain guidance from the Quran.
