وَقَضَيْنَآ إِلَيْهِ ذَٰلِكَ ٱلْأَمْرَ أَنَّ دَابِرَ هَـٰٓؤُلَآءِ مَقْطُوعٌ مُّصْبِحِينَ ﴿66﴾
And We made known this decree to him, that the root of those (sinners) was to be cut off in the early morning.
وَقَضَيْنَآ waqaḍaynā And We conveyed
إِلَيْهِ ilayhi to him
ذَٰلِكَ dhālika [that]
ٱلْأَمْرَ l-amra the matter
أَنَّ anna that
دَابِرَ dābira (the) root
هَـٰٓؤُلَآءِ hāulāi (of) these
مَقْطُوعٌۭ maqṭūʿun would be cut off
مُّصْبِحِينَ muṣ'biḥīna (by) early morning

(Ayah66) ➊ Because of {وَ قَضَيْنَاۤ اِلَيْهِ ذٰلِكَ الْاَمْرَ … : ’’ اِلَيْهِ ‘‘}, the meaning of {’’ قَضَيْنَاۤ ‘‘} is taken as "We revealed." {’’دَابِرَ‘‘} means the one who is left farthest behind, the part of something that remains after everything else. When uprooting a tree, the last thing is the root, which is also called {’’ دَابِرَ ‘‘}. That is, all these people will be destroyed; none of them will remain alive.
➋ The meaning of {مَقْطُوْعٌ مُّصْبِحِيْنَ : ’’أَصْبَحَ‘‘} is {’’ دَخَلَ فِي الصُّبْحِ ‘‘}, that it came in the morning. The time set for the destruction of the people of Lot was morning, as mentioned in Surah Hud: «{ اِنَّ مَوْعِدَهُمُ الصُّبْحُ اَلَيْسَ الصُّبْحُ بِقَرِيْبٍ [ ہود : ۸۱ ] "Indeed, the appointed time for them is morning. Is not the morning near?"

66. 1. That is, Lut (AS) was informed through revelation of this decision that by morning the roots of these people would be cut off, or by دابِرَ is meant the last person who would remain; it is said that he too would be destroyed by morning.
