Surah Ibrahim (14) — Ayah 23

وَأُدْخِلَ ٱلَّذِينَ ءَامَنُوا۟ وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ جَنَّـٰتٍ تَجْرِى مِن تَحْتِهَا ٱلْأَنْهَـٰرُ خَـٰلِدِينَ فِيهَا بِإِذْنِ رَبِّهِمْ ۖ تَحِيَّتُهُمْ فِيهَا سَلَـٰمٌ ﴿23﴾
And those who believed (in the Oneness of Allâh and His Messengers and whatever they brought) and did righteous deeds, will be made to enter Gardens under which rivers flow, - to dwell therein for ever (i.e. in Paradise), with the Permission of their Lord. Their greeting therein will be: Salâm (peace!).
وَأُدْخِلَ wa-ud'khila And will be admitted
ٱلَّذِينَ alladhīna those who
ءَامَنُوا۟ āmanū believed
وَعَمِلُوا۟ waʿamilū and did
ٱلصَّـٰلِحَـٰتِ l-ṣāliḥāti righteous deeds
جَنَّـٰتٍۢ jannātin (to) Gardens
تَجْرِى tajrī flows
مِن min from
تَحْتِهَا taḥtihā underneath it
ٱلْأَنْهَـٰرُ l-anhāru the rivers
خَـٰلِدِينَ khālidīna (will) abide forever
فِيهَا fīhā in it
بِإِذْنِ bi-idh'ni by the permission
رَبِّهِمْ ۖ rabbihim (of) their Lord
تَحِيَّتُهُمْ taḥiyyatuhum their greetings
فِيهَا fīhā therein
سَلَـٰمٌ salāmun (will be) peace

(Ayah23) ➊ { وَ اُدْخِلَ الَّذِيْنَ اٰمَنُوْا …:} According to His established practice, Allah Almighty has also mentioned here, after the mention of the polytheists and Satan, the outcome of those who have faith and do righteous deeds: that they were admitted into gardens. The meaning is that they will be admitted, but the matter is so certain that it is expressed in the past tense, as if to say this has already happened. The use of the past tense in the previous conversation between Satan and the polytheists, the weak and the leaders, carries the same wisdom.
{ وَ اُدْخِلَ:} "They will be admitted"—who will admit them? There are three aspects to this: primarily, it is Allah Almighty who will command them to be sent to Paradise; then, there are the angels who, by His command, will take them into Paradise; thirdly, it is their faith and righteous deeds that will become the means for Allah’s mercy and their entry into Paradise. Therefore, the passive form is used. {’’ بِاِذْنِ رَبِّهِمْ ‘‘ } That is, all of this will happen by the grace and favor of their Lord.
{ تَحِيَّتُهُمْ فِيْهَا سَلٰمٌ : } That is, when they meet each other, they will say "Peace be upon you." The angels will say to them: «{ سَلٰمٌ عَلَيْكُمْ بِمَا صَبَرْتُمْ [ الرعد : ۲۴ ] "Peace be upon you for what you patiently endured." That is, peace be upon you; then the Most Merciful Lord will say to them: «{ سَلٰمٌ قَوْلًا مِّنْ رَّبٍّ رَّحِيْمٍ [ یٰسٓ : ۵۸ ] "Peace." It will be said from a Lord who is Most Merciful. In this is the meaning of congratulations, a prayer for peace, and also the gift of peace from Allah.

23. 1 This is the mention of the people of felicity and the people of faith in contrast to the people of wretchedness and the people of disbelief. Their mention is made alongside them so that people may develop a desire and inclination to adopt the character of the people of faith.

23. 2 That is, their mutual gift to each other will be Salam. In addition, the angels will also enter upon them from every door and present Salam to them.

23. And those who believed and did righteous deeds will be admitted to gardens beneath which rivers flow, abiding therein forever [28] by the permission of their Lord. Their greeting therein will be, "Peace" [29].

[28] Here, the mention of the people of Paradise has come in accordance with the same divine practice that wherever the people of Hell are mentioned, a brief mention of the people of Paradise is also made, and wherever there is a detailed mention of the people of Paradise, a brief mention of the people of Hell is also given.

[29] The meaning of "tahiyyah" is a prayer for long life, and here, in the world, when people say "salaam" or "assalamu alaikum" upon meeting each other, it is actually a prayer for peace, safety, and well-being for the addressee. In Paradise, since safety will already exist, the meaning of "salaam" there will be: may this safety be blessed for you.
