Shall he then who knows that what has been revealed unto you (O Muhammad صلى الله عليه و سلم) from your Lord is the truth be like him who is blind? But it is only the men of understanding that pay heed.

(Ayah19){ اَفَمَنْيَّعْلَمُاَنَّمَاۤاُنْزِلَ …: } Instead of saying, "Is the one who knows like the one who does not know?" it is stated, "Is he like the one who is blind?" because the signs coming from Allah to the Messenger of Allah (peace be upon him) are visible to the eyes. Whoever does not possess their knowledge and certainty is, in reality, blind, and this blindness will become fully evident on the Day of Resurrection. See Surah Ta-Ha (124 to 126). This is the example of the believer and the disbeliever. {’’ اُولُوا ‘‘ ’’ذُوْ‘‘} is the plural, meaning "possessors." {’’ الْاَلْبَابِ ‘‘}{ ’’لُبٌّ‘‘} is the plural, meaning everything that is pure, pure intellect that is free from all impurities. (Mufradat) Therefore, instead of translating as "those who have intellect," it is translated as "those who possess intellects." The meaning is that only those who possess pure and refined intellects take admonition; those with twisted minds do not.

19. 1. That is, one who believes in the truth and authenticity of the Quran, and the other who is blind, meaning he has become doubtful about the truth of the Quran—can these two be equal? The question is for the purpose of denial, meaning these two cannot be equal, just as foam and water or gold and copper with its impurities cannot be equal.
19. 2. That is, those who do not possess a sound heart and authentic intellect, and those who have stained their hearts with the rust of sins and corrupted their intellects, cannot take admonition from this Quran.

19. Is then one who knows that what has been revealed to you from your Lord is the truth like one who is blind? Only those with understanding accept the reminder [28].
[28] That is, one person accepts the guidance revealed by Allah as the truth and molds his entire life according to it, distinguishing between the lawful and the unlawful. He avoids oppression and excess and remains fearful of Allah, while the other person is merely driven by his own interests and, for that purpose, adopts all kinds of lawful and unlawful means, usurps people's rights, and continues to oppress and wrong them. Can these two be alike? Or will their ways of conduct be the same? But only those people can understand this who use some intellect and reasoning and themselves walk upon the path shown by Allah.
