وَرَأَيْتَ ٱلنَّاسَ يَدْخُلُونَ فِى دِينِ ٱللَّهِ أَفْوَاجًا ﴿2﴾
And you see that the people enter Allah’s religion (Islâm) in crowds.
وَرَأَيْتَ wara-ayta And you see
ٱلنَّاسَ l-nāsa the people
يَدْخُلُونَ yadkhulūna entering

The help of Allah means the dominance of Islam and Muslims over disbelief and disbelievers, and by victory is meant the conquest of Makkah, which was the birthplace and residence of the Prophet ﷺ, but the disbelievers had forced him ﷺ and the noble companions to migrate from there. The Conquest of Makkah and the Mass Conversion of Polytheist Tribes to Islam:

The Arab tribes were already waiting to see which way the camel would sit. When Makkah was conquered, these tribes began entering Islam in large numbers. Makkah was conquered in Ramadan of 8 AH. In 9 AH, so many delegations came to Madinah to embrace Islam that that year became known as the Year of Delegations ('Aam al-Wufood). A few respected people from each tribe would go to Madinah, learn about Islam, and then return to invite their people to Islam. In 9 AH, during the Hajj, the Declaration of Disassociation was made, the detailed mention of which has already passed at the beginning of Surah Tawbah. According to this declaration, only two paths remained for the polytheists of Arabia: either they enter Islam or leave the Arabian Peninsula. Thus, the polytheists of Arabia accepted the first option and embraced Islam. In this way, in 10 AH, the land of Arabia was cleansed of disbelief and polytheism.
