And indeed We sent Mûsâ (Moses) with Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.) and a manifest authority.

(Ayah 96){وَلَقَدْاَرْسَلْنَامُوْسٰىبِاٰيٰتِنَاوَسُلْطٰنٍمُّبِيْنٍ : } Allah Almighty sent Musa (peace be upon him) to Pharaoh and his chiefs with His signs and {’’ سُلْطٰنٍمُّبِيْنٍ ‘‘} (clear proof), what is meant by these? One answer is that Allah Almighty gave Musa (peace be upon him) nine clear signs (see Bani Isra'il: 101) which appeared from time to time: 1. The staff of Musa 2. The shining hand 3. Years (of famine) 4. Shortage of fruits 5. Flood 6. Locusts 7. Lice 8. Frogs 9. Blood. These are referred to as {’’ سُلْطٰنٍمُّبِيْنٍ ‘‘}. The conjunction "wa" is not always for distinction, as mentioned in Surah Al-Asr: «{ اِلَّاالَّذِيْنَاٰمَنُوْاوَعَمِلُواالصّٰلِحٰتِوَتَوَاصَوْابِالْحَقِّوَتَوَاصَوْابِالصَّبْرِ } » In this, every subsequent thing is included in and is a part of all the previous things.
Another answer is that by {’’ سُلْطٰنٍمُّبِيْنٍ ‘‘} is meant the staff of Musa and the shining hand, which Musa (peace be upon him) first presented before Pharaoh as proof of his prophethood. Due to their special significance, they were mentioned separately, although they were included among the signs. And another answer is that by { ’’ سُلْطٰنٍمُّبِيْنٍ ‘‘ } is meant the message of Allah Almighty which Musa and Harun (peace be upon them) brought to Pharaoh, and the rational and natural arguments which Musa (peace be upon him) presented during the debate with Pharaoh before throwing the staff, and Pharaoh, being unable to answer these arguments, began to threaten imprisonment and demanded a miracle. See Surah Ta-Ha (47 to 55) and Ash-Shu'ara (15 to 29). All three of these interpretations are Sahih. Some scholars have taken {’’ بِاٰيٰتِنَا ‘‘} to mean the nine miracles and {’’ سُلْطٰنٍمُّبِيْنٍ ‘‘} to mean the Torah, but the Torah was revealed after the drowning of Pharaoh, so this interpretation is not Sahih.

96. 1. According to some, "آیات" refers to the Torah and "سلطان مبین" refers to miracles, while others say that "آیات" refers to the nine signs and "سلطان مبین" (clear proof) refers to the staff. Although the staff is included among the nine signs, since this miracle was extremely magnificent, it has been mentioned specifically.

96. And We sent Moses with Our signs and a clear authority (of prophethood) to Pharaoh and his chiefs [108].
[108] The Call of Sayyiduna Musa (Moses) ؑ to Pharaoh:
In Surah Al-Baqarah and then in Surah Al-A'raf, Allah Almighty has described the circumstances of Musa (Moses) ؑ with great clarity. But here, his call and its outcome have been mentioned very briefly. Whether in detail or summary, the main purpose of any incident is for a person to take a lesson from it or from the fate of the wrongdoers, and that has been mentioned in these three verses as well. Musa (Moses) ؑ himself was of strong physique, powerful, courageous, and possessed a majestic temperament, and he was sent to such a tyrannical and oppressive king whose arrogance and sense of dominance had reached the extent that he had declared himself to be God, and his subjects actually accepted him as their god. That is why, along with prophethood, he was granted two such clear miracles without asking, on the basis of which he became able to openly present his call before a king like Pharaoh, who possessed such grandeur and pomp. Thus, he went without hindrance into Pharaoh’s open court and, in front of all the courtiers, conveyed to him the message of Allah Almighty: that he should accept the sovereignty of the One Allah, renounce his claim to divinity, stop oppressing the Children of Israel, and set them free from his bondage, letting them go with (Sayyiduna Musa ؑ).
