وَأُوحِىَ إِلَىٰ نُوحٍ أَنَّهُۥ لَن يُؤْمِنَ مِن قَوْمِكَ إِلَّا مَن قَدْ ءَامَنَ فَلَا تَبْتَئِسْ بِمَا كَانُوا۟ يَفْعَلُونَ ﴿36﴾
And it was revealed to Nûh (Noah): "None of your people will believe except those who have believed already. So be not sad because of what they used to do.
وَأُوحِىَ waūḥiya And it was revealed

يُؤْمِنَ yu'mina believe

(Ayah 36){وَ اُوْحِيَ اِلٰى نُوْحٍ اَنَّهٗ لَنْ يُّؤْمِنَ … :} If we take an overall look at all the verses of the Noble Quran related to Nuh (peace be upon him), it becomes clear that despite his unparalleled patience and inviting his people continuously for centuries, his people did not lessen in their denial and causing him harm. Rather, every generation would make a will to its children before dying that, “See, never abandon your idols and never obey Nuh (peace be upon him).” (Surah Nuh) Despite this, Nuh (peace be upon him) remained hopeful and continued to invite them to monotheism with great steadfastness. But when Allah Almighty informed him that now no one from your people will believe, he supplicated against them for punishment. This is mentioned in Surah Qamar (10), where it is said: «{ اَنِّيْ مَغْلُوْبٌ فَانْتَصِرْ “Indeed, I am overpowered, so take revenge.” And in Surah Nuh, the words of his supplication are: «{ رَبِّ لَا تَذَرْ عَلَى الْاَرْضِ مِنَ الْكٰفِرِيْنَ دَيَّارًا “My Lord, do not leave upon the earth from among the disbelievers an inhabitant.” See from Ayah (26) to the end of the Surah.

36. 1. This was said when the people of Nuh ؑ demanded punishment and Nuh ؑ prayed in the court of Allah, "O Lord! Do not leave a single disbeliever dwelling on the earth." Allah said, "Now no one else will believe, so do not grieve over them."

36. And it was revealed to Noah that none of your people will believe except those who have already believed [43], so do not grieve over what they have been doing.

Punishment Only Befalls the Corrupt Element:

From this verse, it is understood that as a result of the Prophet’s call and the nation’s rejection, punishment does not descend until there remains a possibility that some good people may still emerge from among them. When those who are to believe have already believed, and only the corrupt element remains, then that is precisely the time for punishment. This very reality was mentioned by Sayyiduna Nuh ؑ himself in Surah Nuh when he prayed, “O Allah, now destroy this nation, for there is no longer any hope that anyone among them will believe. Rather, even the offspring they will produce will be wicked and immoral, so do not leave even a single household of them alive.” [71: 26، 27]
