If then they answer you not, know then that it [the Revelation (this Qur’ân)] is sent down with the Knowledge of Allâh and that Lâ ilâha illa Huwa: (none has the right to be worshipped but He)! Will you then be Muslims (those who submit in Islâm)?

(Ayah 14) {فَاِلَّمْيَسْتَجِيْبُوْالَكُمْفَاعْلَمُوْۤا … :} This can have two meanings: one is that O Muslims! If the disbelievers do not accept your challenge, then be certain that this has only been revealed by Allah’s knowledge and that there is no deity except Him, so will you then submit to the command? That is, with the truth and clarity of your Book being so evident and manifest, it is necessary for your faith, conviction, and practice upon it to increase, so will you do so? Or, despite believing, will you continue to show negligence in obeying the command? The second meaning is that in the previous verse, the polytheists were told: «{ وَادْعُوْامَنِاسْتَطَعْتُمْمِّنْدُوْنِاللّٰهِ }» that you may call upon whomever you can besides Allah, and now it is said, if all those whom you call for this task, for example, the great eloquent ones of Arabia, the rhetoricians, poets, orators, and all your patrons and helpers—if none of them answer your call and cannot even produce three verses like {’’ اِنَّاۤاَعْطَيْنٰكَالْكَوْثَرَ ‘‘}, then it is necessary for you to be certain, firstly, that this Book has been revealed by Allah’s knowledge and that it is not within the power of creation to bring forth its like. Secondly, be certain that there is no true deity except Allah. So, O group of disbelievers! Will you then accept Islam, or will you still persist in stubbornness and hostility?

14. 1. That is, even after you are unable to respond to this challenge, are you still not willing to accept that this Qur'an is indeed revealed by Allah, nor are you ready to become Muslim?

14. But if they do not respond to your challenge, then know that this Qur'an has been sent down with Allah's knowledge [17], and that there is no deity except Him. Will you then submit to Him? [18]
[17] The Consequences of Not Being Able to Respond to the Challenge:
When the Quraysh of Makkah, even after joining together and making every possible effort, could not present a surah like it in response to this challenge, the following results are obtained: 1. This Quran is not authored by any human (i.e., the Messenger of Allah ﷺ), because it contains such matters that no one except Allah can know. For example, prophecies and detailed accounts of resurrection and gathering; if it were authored by a human, how could you be incapable of producing something like it? 2. Since all of you together could not even produce a single surah like it, this is exactly what a miracle means—then what other miracle do you seek, and why do you seek it? 3. If this is not the speech of a human, then it is inevitably revealed from Allah, and this is also proof of his Prophethood and of the existence of Allah, the Exalted. 4. In Surah Al-Baqarah, it is also said that to accept this challenge, seek the help of your deities as well; perhaps they will empower you enough to present such speech. Then, when they did not come to your aid in this time of need, when will they ever help you? In this way, the invalidity of these deities became evident by itself, and it also became clear that the source of the revelation of these verses is the vast knowledge of Allah, before which nothing can stand. [18] That is, even after such clear proofs, what else are you waiting for to become Muslim and obedient to Allah?
