Surah Hud (11) — Ayah 119

إِلَّا مَن رَّحِمَ رَبُّكَ ۚ وَلِذَٰلِكَ خَلَقَهُمْ ۗ وَتَمَّتْ كَلِمَةُ رَبِّكَ لَأَمْلَأَنَّ جَهَنَّمَ مِنَ ٱلْجِنَّةِ وَٱلنَّاسِ أَجْمَعِينَ ﴿119﴾
Except him on whom your Lord has bestowed His Mercy (the follower of truth - Islâmic Monotheism) and for that did He create them. And the Word of your Lord has been fulfilled (i.e. His Saying): "Surely, I shall fill Hell with jinn and men all together."

لَأَمْلَأَنَّ la-amla-anna Surely I will fill
جَهَنَّمَ jahannama Hell
مِنَ mina with
ٱلْجِنَّةِ l-jinati the Jinn
وَٱلنَّاسِ wal-nāsi and the men
أَجْمَعِينَ ajmaʿīna all together

119. 1. The meaning of "for this reason" has been interpreted by some as "disagreement" and by others as "mercy." In both cases, the concept is that We have created humans for a test. Whoever chooses the path of disagreement from the true religion will fail the test, and whoever adopts it will succeed and become deserving of Allah's mercy.

119. 2. That is, it is established in Allah's decree and decision that there will be some people who will be deserving of Paradise and some who will be deserving of Hell, and Paradise and Hell will be filled with humans and jinn. As mentioned in the hadith, the Prophet ﷺ said, "Paradise and Hell argued with each other. Paradise said, 'What is the matter that only the weak and downtrodden people of society will enter me?' Hell said, 'In me will be the great tyrants and arrogant people.' Allah Almighty said to Paradise, 'You are the manifestation of My mercy; through you, I will show mercy to whomever I wish.' And to Hell, Allah Almighty said, 'You are the manifestation of My punishment; through you, I will punish whomever I wish.' Allah Almighty will fill both Paradise and Hell. In Paradise, there will always be His grace, until Allah creates such a creation that will reside in the remaining space of Paradise, and Hell, despite the abundance of its inhabitants, will cry out, until Allah places His foot in it, upon which Hell will exclaim, 'Enough, enough, by Your honor and majesty!'
