إِنَّ ٱلَّذِينَ حَقَّتْ عَلَيْهِمْ كَلِمَتُ رَبِّكَ لَا يُؤْمِنُونَ ﴿96﴾
Truly! Those, against whom the Word (Wrath) of your Lord has been justified, will not believe.

(Ayah 96) {اِنَّ الَّذِيْنَ حَقَّتْ عَلَيْهِمْ كَلِمَتُ رَبِّكَ …:} Allah Almighty has given man a certain degree of will and choice, according to which he can act upon either good or evil as he wishes. Along with this, Allah Almighty knows everything that has happened from the beginning until now, and likewise, He has complete knowledge of everything that will happen in the future, and based on this, He already knows who, by using their will and choice, will accept the truth and who will choose the path of disbelief. In this verse, this eternal knowledge of Allah Almighty is referred to as {’’ كَلِمَتُ رَبِّكَ ‘‘}. These are the people who become so immersed in disbelief and disobedience to Allah that their ability to accept the truth is completely lost. Thus, they do not believe under any circumstances; rather, they will die upon disbelief, and due to stubbornness, prejudice, and obstinacy, they will not be granted the grace to believe. Those Who Fall into Doubt:

There are several stages of doubt and denial. First, doubt arises; if it is not removed and the doubt progresses, it takes the form of argumentation, meaning such a person resorts to debating and starts quarreling with others. After this comes the stage of denial, that is, such a person completely rejects the signs of Allah. Then, when he becomes firm in this denial, a time comes when he is no longer willing to accept any truth. The ability to accept the truth is taken away from him. When is the seal set? This is the state which Allah Almighty has described at several places as sealing. No sign or miracle of Allah can help such people to the right path; they only believe when they see a deadly punishment, just as Pharaoh believed when he was about to drown.
