وَمِنْهُم مَّن يُؤْمِنُ بِهِۦ وَمِنْهُم مَّن لَّا يُؤْمِنُ بِهِۦ ۚ وَرَبُّكَ أَعْلَمُ بِٱلْمُفْسِدِينَ ﴿40﴾
And of them there are some who believe therein; and of them there are some who believe not therein, and your Lord is All-Aware of the Mufsidûn (evil-doers, liars).

(Ayah 40) ➊ { وَ مِنْهُمْ مَّنْ يُّؤْمِنُ بِهٖ وَ مِنْهُمْ مَّنْ لَّا يُؤْمِنُ بِهٖ :} That is, among these disbelievers there are two types of people: some are such who know with certainty that this Quran is the word of Allah and that producing a miraculous composition like it is beyond any human being, yet out of stubbornness they continue to deny it; and some are such who are completely blind in intellect and devoid of understanding, and they do not truly believe that this Quran is the word of Allah. Another translation of this verse could be that among them are some who will believe in it (the Quran), and among them are some who will not believe in it, rather they will remain firm in disbelief. This meaning is also correct.

{ وَ رَبُّكَ اَعْلَمُ بِالْمُفْسِدِيْنَ:} Those who, out of unnecessary prejudice and stubbornness, are denying the truth of the Quran, even though in their hearts they are convinced of its truth, or your Lord knows well who among them will persist in disbelief and who will desist from this disbelief. Thus, the meaning of "corrupters" is those who are not Muslims.

40. 1. He knows well who is deserving of guidance; He bestows guidance upon him, and who is deserving of misguidance, for him He opens wide the path of misguidance. He is Just, there is no doubt in any of His actions. Whatever a person is deserving of, He grants him accordingly.

40. And among them are some who believe in this (Quran), and some who do not believe. And your Lord knows well the corrupters [57].

[57] Those who do not believe are corrupt in the sense that they do not care about any command of Allah, and this is the greatest root of corruption. In addition, they also cause harm to those who accept Islam and leave no stone unturned in creating obstacles in the path of Islam.
