كَذَٰلِكَ حَقَّتْ كَلِمَتُ رَبِّكَ عَلَى ٱلَّذِينَ فَسَقُوٓا۟ أَنَّهُمْ لَا يُؤْمِنُونَ ﴿33﴾
Thus is the Word of your Lord justified against those who rebel (disobey Allâh) that they will not believe (in the Oneness of Allâh and in Muhammad صلى الله عليه وسلم as the Messenger of Allâh).
كَذَٰلِكَ kadhālika Thus
حَقَّتْ ḥaqqat (is) proved true
كَلِمَتُ kalimatu (the) Word
رَبِّكَ rabbika (of) your Lord
عَلَى ʿalā upon
ٱلَّذِينَ alladhīna those who
فَسَقُوٓا۟ fasaqū defiantly disobeyed
أَنَّهُمْ annahum that they
لَا (will) not
يُؤْمِنُونَ yu'minūna believe

(Ayah 33) {كَذٰلِكَ حَقَّتْ كَلِمَتُ رَبِّكَ … :} That is, just as the Lordship of Allah Almighty has been established, or just as it has been established that after the truth there is nothing but misguidance, in the same way, this statement of Allah Almighty has also been established that those who adopt wickedness, that is, who knowingly adopt stubbornness and rebellion, do not bring faith. Shah Abdul Qadir (may Allah have mercy on him) writes: "That is, since it was in Allah's knowledge that these people would be rebellious and disobedient, therefore Allah Almighty did not write faith in their destiny." 33. 1. That is, just as the polytheists, despite all their admissions, remain firm on their polytheism and are not ready to abandon it. In the same way, your Lord's word has been fulfilled that they are not believers, because they are not willing to leave the wrong path and adopt the right path, so how can they attain guidance and faith? This is the same thing that has been stated elsewhere in this way (وَلٰكِنْ حَقَّتْ كَلِمَةُ الْعَذَابِ عَلَي الْكٰفِرِيْنَ) 39. Az-Zumar:71) But the word of punishment has been fulfilled against the disbelievers.

33. Thus, the word of your Lord has been proven true against the evildoers, that they will never believe [48].

[48] That is, regarding those people who, in the face of realities, act only out of stubbornness and prejudice, Allah’s decision is always that those who act with obstinacy and stubbornness can never come to the right path, nor are they granted faith.
