But when He delivers them, behold! they rebel (disobey Allâh) in the earth wrongfully. O mankind! Your rebellion (disobedience to Allâh) is only against your ownselves, - a brief enjoyment of this worldly life, then (in the end) unto Us is your return, and We shall inform you of that which you used to do.

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 23) ➊ { فَلَمَّاۤ اَنْجٰىهُمْ اِذَا هُمْ يَبْغُوْنَ …:} That is, after surviving the storm, they again begin the same unjust rebellion and oppression. Allah Almighty has mentioned this behavior of the polytheists in several places. See Surah Al-Ankabut (65, 66) and Luqman (32). Yes, if someone is fortunate, he remains true to his promise, but they are so few that they are almost nonexistent. As Sa’d (may Allah be pleased with him) says, the Messenger of Allah (peace and blessings be upon him) on the day of the conquest of Makkah gave instructions regarding four men and two women that wherever they are found, they should be killed. Among them was Ikrimah bin Abu Jahl. When Ikrimah heard this, he tried to escape by sea, but as the journey began, the boatmen were overtaken by a fierce wind. (People began calling upon their respective gods.) لَئِنْ لَمْ يُنَجِّنِيْ مِنَ الْبَحْرِ إِلاَّ الْإِخْلَاصُ لَا يُنَجِّيْنِيْ فِي الْبَرِّ غَيْرُهٗ، اَللّٰهُمَّ إِنَّ لَكَ عَلَيَّ عَهْدًا إِنْ أَنْتَ عَافَيْتَنِيْ مِمَّا أَنَا فِيْهِ أَنْ آتِيَ مُحَمَّدًا صَلَّي اللّٰهُ عَلَيْهِ وَسَلَّمَ حَتّٰي أَضَعَ يَدِيْ فِيْ یَدِہٖ فَلَأَجِدَنَّهُ عَفُوًّا كَرِيْمًا فَجَاءَ فَأَسْلَمَ ] [ نسائی، تحریم الدم، باب الحکم فی المرتد : ۴۰۷۲، وصححہ الألباني ] “Call upon Allah alone, for at this time your (self-made) deities will be of no help to you.” Ikrimah (in his heart) said: “By Allah! If only Allah’s Being can grant salvation in the sea, then on land too, no one but Him can grant salvation. O Allah! If You save me from this storm, I promise that I will go to Muhammad (peace and blessings be upon him) and place my hand in his hand, and surely I will find him very forgiving, very merciful.” So he came and accepted Islam.

{ يٰۤاَيُّهَا النَّاسُ اِنَّمَا بَغْيُكُمْ عَلٰۤى اَنْفُسِكُمْ …:} That is, the consequence of this rebellion will fall upon your own selves; you will not be able to harm anyone else by it. Enjoy a little benefit of worldly life, in the end you have to return to Us, then We will inform you of what you used to do, that is, then We will give you such a punishment that you will realize how great an oppression you used to commit. The Messenger of Allah (peace and blessings be upon him) said: [ مَا مِنْ ذَنْبٍ أَجْدَرُ أَنْ يُّعَجِّلَ اللّٰهُ تَعَالٰی لِصَاحِبِهٖ الْعُقُوْبَةَ فِي الدُّنْيَا مَعَ مَا يَدَّخِرُ لَهٗ فِي الْآخِرَةِ مِثْلُ الْبَغْيِ وَقَطِيْعَةِ الرَّحِمِ ] [ أبوداوٗد، الأدب، باب فی النہي عن البغی: ۴۹۰۲، عن أبي بکرۃ رضی اللہ عنہ ] “There is no sin more deserving that Allah should hasten its punishment in this world, and along with that its punishment remains in the Hereafter, except for oppression and severing of ties of kinship.”

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This tafsir explains the meanings of the Quran in accordance with the methodology of the Salaf (early righteous generations), relying on authentic sources and straightforward language. Due to its reliability and adherence to sound Islamic scholarship, the Saudi government publishes and distributes this tafsir among the Hujjaj (pilgrims) visiting the Haramain. The tafsir is originally written in Urdu, translated to English by tohed.com.

23. 1. This is a mention of the human habit of ingratitude, which was just mentioned in verse 12, and Allah has mentioned it at several other places in the Quran as well.

23. 2. Allah Almighty said, you may show this ingratitude and rebellion, take benefit from the short-lived enjoyment of life, but ultimately you have to return to Us, then We will inform you of what you used to do, meaning We will punish you for it.
