And when We let mankind taste mercy after some adversity has afflicted them, behold! they take to plotting against Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.)! Say: "Allâh is more Swift in planning!" Certainly, Our Messengers (angels) record all of that which you plot.

(Ayah 21) ➊ { اِذَالَهُمْمَّكْرٌفِيْۤاٰيَاتِنَا :} That is, when We let people taste some mercy from Us after illness, prosperity after famine, peace after war, or after any hardship that has befallen them, instead of being grateful and accepting Our oneness and the messengership of Our Messenger, they adopt some scheme to deny and mock it. The meaning of "makr" is a secret plan, which is for evil; this word is sometimes also used for good, or is used in response. An example of this habit of the disbelievers is Pharaoh, who, after seeing miracle after miracle, called them magic and refused to believe. See Surah Al-A'raf (130 to 136). This habit of man is also mentioned in Surah Az-Zumar (8), Hud (10), and Al-A'raf (95).
➋ { قُلِاللّٰهُاَسْرَعُمَكْرًا:} Allah's plan refers to the punishment He gives to the polytheists for their schemes and tricks, and that is His letting them persist in their rebellious ways and continuing to grant them provision and blessings, so that they may fully fill their record of deeds with evil.
➌ { اِنَّرُسُلَنَايَكْتُبُوْنَمَاتَمْكُرُوْنَ :} That is, when your record of deeds becomes thoroughly blackened, suddenly the message of death will come, and you will be seized to give account for your deeds. Shah Abdul Qadir (may Allah have mercy on him) writes: "In times of hardship, a person's gaze is lifted from the means and remains on Allah; when things are resolved, he starts focusing on the means again. So he does not fear that Allah may again create some means for the same hardship; all means are in His hand, always ready, Another manifestation of this is mentioned ahead." (Mawduh)

21. 1. The meaning of blessing after hardship is: after distress, famine, and pains and sufferings, abundance of sustenance, ease in means of livelihood, etc.
21. 2. This means that they do not value these blessings of Ours and do not offer gratitude to Allah for them, rather they commit disbelief and shirk. That is, this is their evil strategy which they adopt in response to Allah’s blessings.
21. 3. That is, Allah’s strategy is much swifter than what they adopt. And that is, He is capable of holding them accountable; He can seize them whenever He wills—immediately, or later if His wisdom demands delay. Makar, in the Arabic language, means secret planning and strategy, which can be good or bad. Here, Allah’s punishment and seizure is described as makar.

21. And when We let people taste mercy after adversity has touched them, they begin to plot against Our signs [33]. Say, "Allah is swifter in planning." Surely, Our messengers (angels) record whatever you plot.
[33] In this verse, there is a reference to the same famine which is mentioned in verse number 11 of this surah. This famine remained imposed upon Makkah continuously for seven years, then by the supplication of the Prophet ﷺ, this calamity was removed. Now the question is: is there not any sign for you in this famine and in its removal, that you are now demanding some other miracle? During this famine, you saw that despite your pleas, your deities could not remove this calamity from you. Then, when Allah removed your calamity, you began to think of ways to escape from your promises and started making such plots and excuses by which you could gain support to remain firm upon your ancient polytheism and avoid the acknowledgment of monotheism. Whatever schemes you are devising, their evil consequence will fall upon you, and the record of all your schemes is with Us.
