الٓر ۚ تِلْكَ ءَايَـٰتُ ٱلْكِتَـٰبِ ٱلْحَكِيمِ ﴿1﴾
Alif-Lâm-Râ. [These letters are one of the miracles of the Qur’ân, and none but Allâh (Alone) knows their meanings]. These are the Verses of the Book (the Qur’ân) Al-Hakîm

(Ayah 1) ➊ { الٓرٰ :} These are disjointed letters; for explanation, see the first verse of Surah Al-Baqarah.
{تِلْكَ اٰيٰتُ الْكِتٰبِ الْحَكِيْمِ : ’’ تِلْكَ ‘‘ } is a demonstrative pronoun, and the thing being referred to, {’’ اَلْآيَاتُ ‘‘}, is implied. What is meant is all the verses of the Noble Qur’an, which includes this Surah of ours as well, meaning these are the magnificent verses of the Book of Wisdom. {’’ الْحَكِيْمِ ‘‘} (full of perfect wisdom) means that it is filled with wisdom and insight; nothing in it is erroneous, nor contrary to reason, nor of a lower standard, rather every statement is based on perfect intellect and understanding. Another meaning is that this Book is extremely firm and strong; there is no internal contradiction in its verses, nor will its lawful and unlawful, its limits and rulings, ever be abrogated, meaning "Hakim" in the sense of "firmly established."
