1؎: Because it is not permissible to allocate Mina specifically for anyone; it is the land designated for acts of worship such as stoning (rami), sacrifice (dhabh), and shaving the head (halq), etc. If permission were given to construct houses, the entire plain would become filled with buildings, and there would remain no space for worship.

Commentary: 1: Because it is not permissible to allocate Mina exclusively for anyone, it is the land designated for acts of worship such as stoning (rami), sacrifice (dhabh), and shaving (halq), etc. If permission were given to build houses there, the entire plain would become filled with buildings, and there would be no space left for worship.
