That is, there is a difference of opinion regarding the name of the narrator between Yazid ibn Abi Habib and Anas.
Layth ibn Sa'd has said "Sa'd ibn Sinan," while 'Amr ibn al-Harith and Lahi'ah have said "Sinan ibn Sa'd."
Imam al-Bukhari has considered the statement of 'Amr ibn al-Harith and Ibn Lahi'ah to be correct.

1585. Commentary: That is, the sin of a zakat collector who commits injustice in collecting zakat is just like that of someone who does not pay zakat. Another possible meaning is that an unjust collector is himself a preventer of zakat; that is, because of his injustice, people will hide their wealth, lie, and not pay zakat. Therefore, this is a very grave sin. The failure of today’s taxation systems is also due to injustice and dishonesty.

Benefits and Issues:
➊ In the matter of zakat, the one who commits excess refers to the zakat collector who, contrary to the Shariah-prescribed amount, demands more zakat, or instead of taking animals of average quality, demands the best animals. Such an official is sinful in the same way as the person upon whom zakat is obligatory but refuses to pay it; that is, this is a major sin. This person is likened to the one who does not give zakat because, due to his excessiveness, people develop a desire not to pay zakat and, through various excuses and pretexts, withhold zakat. The one who commits excess in the matter of zakat can also refer to the person who gives zakat or charity (sadaqah) to those who are not eligible; however, such a person will be considered at fault only if he knows that the person to whom zakat is being given is, in reality, not deserving of it.
