حَدَّثَنَا
قُتَيْبَةُ، حَدَّثَنَا
ابْنُ لَهِيعَةَ، عَنْ
مِشْرَحِ بْنِ هَاعَانَ، عَنْ
عُقْبَةَ بْنِ عَامِرٍ، قَالَ : قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ : " أَسْلَمَ النَّاسُ , وَآمَنَ عَمْرُو بْنُ الْعَاصِ " . قَالَ أَبُو عِيسَى : هَذَا حَدِيثٌ غَرِيبٌ ، لَا نَعْرِفُهُ إِلَّا مِنْ حَدِيثِ ابْنِ لَهِيعَةَ ، عَنْ مِشْرَحِ بْنِ هَاعَانَ ، وَلَيْسَ إِسْنَادُهُ بِالْقَوِيِّ .
´Narrated 'Uqbah bin 'Amir:` that the Messenger of Allah (ﷺ) said: "The people submitted while 'Amr bin Al-'As believed."

Explanation:
1:
Amr ibn al-As (radi Allahu anhu) had embraced Islam and migrated to Madinah one or two years before the Conquest of Makkah.
And compared to those people of Makkah who accepted Islam after the Conquest of Makkah, Amr ibn al-As’s acceptance of Islam was above any compulsion or fear. That is why the Prophet (sallallahu alayhi wa sallam) said regarding him that other people (those who accepted faith on the day of the Conquest of Makkah) did so in a state of fear and apprehension,
but the faith of Amr ibn al-As (radi Allahu anhu) is a manifestation of his inner contentment and desire and eagerness.
It is as if Allah granted him that heartfelt faith whose rank is elevated.
