Explanation:
1:
It was the custom of the Arabs that the announcement of the annulment of a treaty or the enforcement of a peace agreement would not be accepted unless it came from the chief of the tribe or one of his close associates. For this reason, when the Messenger of Allah (sallallahu alayhi wa sallam) sent Abu Bakr (radi Allahu anhu) as the leader of the pilgrims and then later, in order to proclaim the declaration of disassociation (bara’ah) through Allah’s statement: ﴿إِنَّمَا الْمُشْرِكُونَ نَجَسٌ فَلاَ يَقْرَبُوا الْمَسْجِدَ الْحَرَامَ بَعْدَ عَامِهِمْ هَذَا﴾ (Surah al-Tawbah: 28), sent Ali (radi Allahu anhu), the Prophet (sallallahu alayhi wa sallam) said on that occasion, in honor of Ali (radi Allahu anhu): (Ali is from me and I am from Ali, and none conveys on my behalf except myself or Ali.)

(In the chain of narration, Sharik al-Qadi is weak in memory, and Abu Ishaq al-Sabi’i is a mudallis and a narrator who experienced confusion, but on the basis of corroborating narrations and supporting evidence, this hadith is hasan (good). See: al-Sahihah no. 1980, and refer to al-Albani: 378.)

Commentary:

‘Ali is from me.’
The purpose of this phrase is to express the utmost closeness and deep connection, just as Prophet Talut said to his believing companions:
﴿إِنَّ اللَّهَ مُبتَليكُم بِنَهَرٍ فَمَن شَرِبَ مِنهُ فَلَيسَ مِنّى وَمَن لَم يَطعَمهُ فَإِنَّهُ مِنّى﴾ (al-Baqarah: 249)
Allah, the Exalted, is going to test you with a river; whoever drinks from it is not from me, and whoever does not taste it, indeed he is from me (he is my sincere companion).

By “to deliver” is meant to convey the message and to proclaim it.
When Allah, the Exalted, revealed Surah Bara’ah and in it gave the disbelievers a four-month ultimatum that during this period they should either accept Islam or leave the Arabian Peninsula, Abu Bakr radi Allahu anhu was sent to announce these verses.
Some of the Companions radi Allahu anhum submitted that, according to Arab custom, to annul a treaty, the announcer should be a close relative so that the Arabs would give the announcement its due importance; therefore, ‘Ali radi Allahu anhu was sent to make this proclamation: that henceforth, no polytheist should enter the Sacred Mosque, and no one should perform circumambulation (tawaf) unclothed, and that the polytheists have a four-month respite; if they do not become Muslim within this period, they will be expelled from the land.
On this occasion, the Prophet sallallahu alayhi wa sallam said that since ‘Ali radi Allahu anhu has a closer relationship with me, he will make this important announcement.

From this, the payment of financial rights during one’s lifetime can also be intended, i.e., he was given the authority to settle transactions such as buying and selling on behalf of the Prophet sallallahu alayhi wa sallam.
After his passing, the payment of these rights was carried out by Abu Bakr radi Allahu anhu.
If the Prophet sallallahu alayhi wa sallam had promised to give something to someone and did not get the opportunity to fulfill it, or if there was any other financial obligation, then after the Prophet’s sallallahu alayhi wa sallam demise, all of these were fulfilled by as-Siddiq al-Akbar, Abu Bakr radi Allahu anhu.
