Explanation:
1:
A "muhaddath" is one upon whose tongue the truth is inspired by Allah.
Jibril (alayhis salam) does not bring revelation to him, because such a person is not a prophet.
Rather, Allah places the truth in his heart and mind.
And in reality, in several matters, Allah affirmed the opinion of Umar (radi Allahu anhu) through revelation. (See also Hadith no. 3691)

Hadith Commentary: Benefits and Issues: Muhaddithun: (with a fatha on the letter dal) — one into whose heart something is cast, or in whose heart a thought passes, so that he is correct, meaning he is upright, possesses insight (firasah), and the truth flows upon his tongue.
"An yakun fi ummati": If there will be in my ummah—if there were such people in the previous communities, then certainly there will be such people in your ummah. Therefore, this phrase is not for expressing doubt or uncertainty.
